Continuous Recruitment, Statewide: The Division of Personnel anticipates several vacancies in the near future for this classification. This recruitment is not for a specific vacancy but to generate a pool of interested applicants. This classification has positions in every area of the state with the Department of Environmental Protection. The Division of Natural Resources has vacancies in this job classification as well. Nature of Work:

Under close supervision, at the entry-level, these positions perform professional work in a specialty area in the acquisition, preservation, oversight and enhancement of the state\'s environmental/natural resources. They acquire the knowledge, skills and abilities over time to function at the full-performance level; assist higher level specialists in programmatic areas. Work involves the application of scientific principles, laws and regulations and program planning techniques in a specialty area. Specialty areas may include grants and contract administration, environmental/natural resources program development and evaluation, education, permitting, reclamation, restoration, geology, chemistry, environmental monitoring and compliance, or environmental health. These positions assist in the planning, organization and implementation of a statewide or specialty program. Perform related work as required.

These positions are distinguished by performing at the entry level with the goal of acquiring the knowledge, skills and abilities to function at the full-performance level.

Examples of Work

Assist higher level specialists in collection and review of technical/scientific data related to environmental/natural resources quality; assist in preparing detailed statistical/narrative reports.

Conduct field inspections to identify pollution sources, monitor contract activities and assess environmental/natural resources quality impacts.

Collect data, compose and compile statistical and narrative reports relating to operational and comprehensive plans.

Consult on the technical development of grants, grant proposals and programs relating to the specialty area.

Present findings of studies and explain proposed plans to state and local officials and the public.

Implement and monitor programs supported by planning agency grants.

Perform site examination of land to determine land-use feasibility.

Process leases and agreements of rights-of-way for surface and mineral lands and improvements.

Schedule and participate in public meetings to explain the environmental impact of a proposed project or environmental permits.

Compose correspondence and memoranda.

Knowledge, Skills and Abilities

Knowledge of environmental/natural resource laws and regulations.

Knowledge of the principles, practices and objectives of the various phases of planning.

Knowledge of the socio-economic factors involved in state, regional and community planning.

Ability to collect, analyze and evaluate data and technical information in a specialty area.

Ability to present results of research effectively in oral, written or graphic form.

Ability to analyze planning problems and recommend an effective course of action.

Ability to communicate effectively, both orally and in writing.

Minimum Qualifications

Training: Bachelor\'s degree from an accredited college or university.

OR

Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
Note: At the appointing agency\'s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training or certification. The qualifying training or certification must be verified before the employee may be certified permanent.
