SUMMARY STATEMENT



The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Environmental Specialist III with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Water/Wetland and Subaqueous Lands Section (WWS).

This position will process wetlands and subaqueous lands permit applications according to State Wetlands and Subaqueous Lands Regulations. The primary responsibilities of this position will be the review and coordination of Delaware Department of Transportation (DelDOT) related permit applications and associated mitigation activities. Provided those obligations are met, this position will also review other applications/activities and work with applicants on methods to minimize environmental impacts when proposing projects subject to this Section's jurisdiction. It is expected that the selected candidate has expertise related to wetlands and stream ecology and the ability to review engineering plans to evaluate disturbance minimization and/or restoration opportunities and/or requirements.

This position may include conducting field studies or inspections and evaluations for compliance with permit and regulatory requirements; conducting field visits with the public, contractors, consultants, and local and federal agencies to provide regulatory guidance for projects in State regulated wetlands and Subaqueous Lands. Coordination with the Army Corps of Engineers and the EPA with permitting requirement.

This is the advanced level of environmental specialist work which includes leading and performing the analysis of environmental and cultural impacts of State projects and/or programs and coordination with state/federal agencies.

JOB DUTIES



Facilitates meetings and coordinates with project managers, regulatory agencies, and other project stakeholders to resolve issues and ensure compliance with local, state, and federal laws, rules, and regulations. Regular contacts are typically with internal agency staff and external agency representatives, regardless of the method of communication, for the purpose of educating others on the benefits and intent of proper environmental compliance to gain support for projects and strategies.

KEY SKILLS



Knowledge of the applicable federal, state, and local environmental laws, rules, and regulations. Ability to resolve environmental or cultural resources compliance issues. Ability to prepare clear, concise, comprehensive, and informative reports on technical matters in both technical and lay terms. Skill in interpreting maps, engineering plans, specifications, and standard construction details. Skill in conducting studies and resource evaluations of complex environmental projects/programs. Ability to develop and recommended mitigation strategies and alternatives and express ideas clearly, concisely, and effectively, both orally and in writing.

JOB REQUIREMENTS



Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Possession of a bachelor's degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or related field.

2. Two years' experience in performing environmental specialist work which includes the analysis and assessment of environmental and/or cultural impacts of projects and/or programs.

3. Two years' experience in analyzing and evaluating data.

4. Two years' experience in technical report writing.

5. Two years' experience in ensuring compliance with environmental laws, rules, regulations, standards, policies, and procedures.

6. One year experience in environmental project management which includes planning, developing, implementing, managing, and evaluating environmental projects to ensure objectives are met.

CONDITIONS OF EMPLOYMENT



1. Applicants must be legally authorized to work in the United States. The Kent Conservation District does not provide sponsorship for holders of H-1B Visas.

2. Direct Deposit of paychecks is required of all new employees.
