Work Unit Overview:
The mission of the Montana Department of Natural Resources and Conservation (DNRC or Department) is to ensure that Montana\'s land and water resources provide benefits for present and future generations. Land Offices are responsible for integrating and implementing programs for both the Forestry and Trust Land Management Divisions. The Forestry Division plans and implements forestry and fire management programs through an extensive network of staff in field offices across the state. Division functions include fire protection, forestry assistance, business management, and policy, planning and outreach. The Division also administers and manages the state trust timber, surface, and mineral resources for the benefit of the common schools and the other endowed institutions in Montana. Division functions include Agriculture and Grazing Management, Forest Management, Minerals Management, and Real Estate Management.
It is the mission of the DNRC Fire Protection Program to protect lives, property, and natural resources from wildfire by providing safe and effective services to Montana\xe2\x80\x99s citizens as well as leadership, coordination and resources to the State\xe2\x80\x99s wildfire organizations. The DNRC carries out a unified fire protection program spanning the state of Montana. The Department implements that program in two major ways; by directly protecting approximately 5.5 million acres of state, private and federal land, and by protecting 55 million acres of state and private land via the State/County Cooperative (County Coop) program.
The DNRC Fire Protection mission requires both equipment and a communications infrastructure that enable wildland fire protection activities across the state of Montana and which actualize our commitment to providing DNRC fire protection personnel with resources that are safe, dependable, easy to use, cost-effective, and technologically sound. The DNRC\xe2\x80\x99s Equipment Development and Communications Center (EDCC) personnel primarily design, develop, procure, store, inventory and maintain firefighting vehicles, equipment, and radio communications systems to support the Department\xe2\x80\x99s fire protection mission; but also provide service and support to both the entire Forestry and Trust Land Management Division. In addition to providing them with equipment and a communications infrastructure, Equipment Development and Communications Program personnel also provide direction, procedures, training and technical assistance as well as fiscal support to the Department\xe2\x80\x99s field offices. The work of the Equipment Development and Communications Program supports both the current operational needs and the strategic initiatives of the Fire Protection Program and the Forestry/Trust Land Division.
Job Overview:
The Equipment Development and Communications (EDC) Program Manager primarily focuses on leading and managing a workforce and facilities dedicated to designing, developing, procuring, inventorying and maintaining firefighting vehicles, equipment, and radio communications systems to support both the current operational needs and the strategic initiatives of the Fire Protection Program and the Forestry/Trust Land Division. Areas of emphasis include equipment development and manufacturing, federal property acquisition programs including the Department of Defense Firefighter Property (FFP) and Federal Excess Personal Property (FEPP) programs; installing, repairing and maintaining a statewide radio communications system; warehousing; fleet management; budgeting and procurement, and labor relations.
The EDC Program Manager works under general supervision of the Deputy Bureau Chief. The incumbent supervises 5.0 FTE including the EDC Shop Foreman, two property program specialists, the Communications Section Supervisor, and a Fire Equipment Specialist. Work assignments are covered by established policies and general program objectives; and the incumbent is responsible for determining the methods and techniques necessary to carry out their assigned responsibilities.

Program Leadership, Planning and Development
Build and maintain the capacity of the DNRC Fire Protection Program and cooperating partners by leading, managing, and supporting a multi-faceted program to design, develop, procure, store, inventory and maintain firefighting vehicles, equipment, and radio communications systems to support the Department\xe2\x80\x99s fire protection mission as well as to provide service and support to both the entire Forestry and Trust Land Management Divisions. Provide leadership and support DNRC Land Office and Unit personnel, as well as interagency partners; to assure consistent, cost efficient, adaptable, and sustainable progress toward the overall objectives of the Fire Protection Program, the Fire Protection Program Strategy, and support overall Forestry/Trust Land Division initiatives.
Program Implementation, Management and Administration
Direct and coordinate business practices and administrative requirements related to equipment development, communications, information technology (IT), federal property acquisition and disposal, warehousing, fleet and equipment management, procurement, and labor relations. Provide products and services that meet end-user needs in a safe, secure, efficient, timely, and cost-effective manner that complies with all applicable State and federal statutory and regulatory requirements, Department and Forestry/Trust Land Division policies and established business practices.
Operations and Staff Management
Effectively lead and supervise assigned personnel; including training, directing, motivating, managing career development, mentoring and coaching, managing time and attendance, maintaining effective working relationships, achieving work plan objectives, and applying general management concepts such as performance evaluation, conflict resolution and goal-setting.
