GENERAL DESCRIPTION:

This position is responsible for the statewide oversight of the Title II-A Supporting Effective Instruction grant, and the Title IV-A Student Support and Academic Enrichment grant, as authorized by the Every Student Succeeds Act of 2015. The successful candidate provides assistance with agency monitoring and support of school districts with federal education grants, and other duties as assigned.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Directs manages, and evaluates state and/or federal programs.
  • Monitors programs for compliance with regulations and provides feedback to districts.
  • Develops and monitors contracts with professional service providers as needed.
  • Monitors federal funds for appropriate expenditures and ensures all funds are drawn down in a timely manner, and that they are being used appropriately.
  • Identifies potential problems and devises solutions.
  • Oversees the grant/contract process.
  • Disseminates professional trends by presenting information at meetings, workshops, and/or conferences.
  • Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and implement new programs.
  • Plans and conducts workshops and training on state and/or federal programs.
  • Oversees completion of state and federal reporting requirements.
  • Oversees grant application process.
  • Authority to ensure compliance.
  • Participates in the development of the program budget, approves grants and funding, and monitors the appropriateness of expenses to meet project goals.
  • Plans and develops program strategies with educational programs, management, other agencies, organizations, and interested groups concerning funding options and best practices regarding the delivery of services.
Qualifications

PREFERENCES:

Preference may be given to someone with 3-5 years of experience with federal grant management, teaching experience, or school district administration experience.

KNOWLEDGE:

Knowledge of the state fiscal and budget process.

Knowledge of federal accountability systems, practices, and standards.

Knowledge of grant design, data analysis, and practical application of grants at state and local levels.

Knowledge of interpersonal communication.

MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Education)

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL WORKING CONDITIONS:
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.
NOTES:
  • FLSA: Exempt
  • Travel is estimated at 10-20%
  • Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
  • Successful candidates must pass a fingerprinting, background, and reference check.
