OIC CAREER OPPORTUNITY

The Office of the Insurance Commissioner\'s (OIC) Financial Exams Unit is seeking a motivated and qualified individual to fill one permanent Financial Examiner 4 position in the Company Supervision Division, located in our office.

As a senior financial examiner, this position plans, conducts and supervises financial examinations of nationally significant and other insurance and healthcare companies in accordance with National Association of Insurance Commissioners (NAIC) accreditation standards and agency policies/procedures.

The incumbent performs advanced reviews of examination work papers, reinsurance, investments, automated systems, management assessments, and is responsible for timely submission of draft reports for supervisory review. The incumbent will also supervise and lead staff examiners in conducting examinations.

This is a Washington General Service position. The annual salary range for this position is $84,192 - $113,160.

Employees assigned to a permanent duty station in King County will receive a 5% premium pay calculated from their base salary.

Duties

Supervision of the examination process using National Association of Insurance Commissioner (NAIC) Risk Focused Approach to ensure NAIC Accreditation standards are maintained.

Coordinate and lead state exams.

Conduct meetings and interviews with staff, insurance company personnel, consultants, and OIC personnel to effectively gather, utilize, plan, and disseminate necessary information.

Supervise and monitor the completion of examination work in a timely manner and the completion of the report of examination for review by managers, deputies, and the Commissioner.

Supervision of other professional examiners.

Lead and manage special projects associated with financial examinations.

Qualifications

Required Qualifications:

A bachelor\'s degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent, involving major study in finance, business administration, economics, accounting, or related field including at least 12 semester or 20 quarter hours of accounting, finance, or economics. Some examiner positions may require 36 quarter hours or 24 semester hours of accounting.

AND

A designation as a Certified Financial Examiner (CFE) in an examiner discipline, as granted by the Society of Financial Examiners (SOFE).

AND

Five years of qualifying professional experience in accounting or auditing which includes two years as a supervisor or lead.*

*Qualifying professional experience is defined as experience (auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash?flow statement, and notes thereto)?as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor or external auditor or examiner of insurance companies, banks, savings and loan associations, municipalities, etc., state, or federal or private entities.

Intermediate level skills in Microsoft Excel, Word, and Outlook.

Preferred/Desired Qualifications of this position include:

Experience with, or as a contractor for, a state insurance department working as an examiner, auditor, or financial analyst of insurance companies.

Three or more years of experience as a manager, supervisor, lead, or examiner-in-charge of internal or external audits/examinations.

Beyond the designation/license obtained to meet the required qualifications, additional designation/license as a CPA or other insurance or information systems related designations.
