Minimum Qualifications Eligible list: Candidates must be reachable for appointment on Current Civil Service Eligible List for Facilities Planner 1

OR

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional: In the event that there is not a valid eligible list for this title in this location, candidates who meet the following open competitive qualifications may be qualified for a provisional appointment. To qualify, candidates must have:

Facilities Planner 1:
Either 1. six years of planning multi-trade facility construction projects or in policy development or planning of multi-trade municipal land use projects;
Or 2. an associate\'s degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and four years of the above qualifying experience;
Or 3. a bachelor\'s degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and two years of the above qualifying experience.

Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.
If you expect to meet the educational requirements by September 30, 2019, you can be admitted to the written test, but you cannot be considered for appointment until you submit proof of successful completion of the educational requirement to the Appointing Authority at the time of the employment interview. Failure to meet the educational requirements by September 30, 2019 may result in your removal from the eligible list.

Duties Description The incumbent will function as a Project Manager overseeing large multi-trade building construction projects and major renovation projects.
Duties include, but are not limited to:

• Advising and assisting providers at every step of project lifecycle from project inception to project completion;
• Develop project budgets and justifications;
• Attends project meetings with the NYS Office of General Services (OGS), New York Power Authority (NYPA), consultants, agency staff, and stakeholders to implement project goals and deliverables.
• Monitors and tracks project status and milestones, and reports project progress to DOCCS leadership.
• Provide direction to OGS and NYPA to ensure timely and successful completion of capital projects;
• Review construction documents to ensure projects\' budgets, physical space, programmatic goals and requirements are met while maintaining security standards;
• Monitor and tracks minor maintenance and rehabilitation projects and project expenditures;
• Proposes capital budgets and assists with capital management and capital budget planning.
• Assist with Capital Management budget planning for assigned facilities;
• Other relative duties as assigned, including participation in after-hours emergency coordination.
• Up to approximately 50% travel is required to assigned facilities.

Location: Position to service the Wende HUB which would include the following correctional facilities: Albion, Orleans, Attica, Wyoming, Collins, Lakeview, and Wende.
