ESSENTIAL JOB FUNCTIONS: Responsible for monitoring social service and parent involvement component services for the Early Childhood Division programs in order to meet performance standards of funding requirements; provide training and technical assistance to staff, and for programs; serve as a resource person to programs and families; and, to coordinate or assist in referrals of families and / or children to community agencies. RESPONSIBILITIES: 1. Review, monitor, document, and report on the implementation of social services, parent involvement, and parent education program on a monthly basis to the Program Director. 2. Provide technical assistance to staff in identifying family strengths and needs, and develop plans to meet family goals, assuring Family Partnerships are completed. 3. Serve as a resource and program designee to staff and parents for child abuse and neglect. 4. Serve as a resource to staff and parents for social service, parent involvement, parent education, and parent orientation to program. 5. Organize and coordinate recruitment, selection, and enrollment for Early Childhood Division programs. 6. Establish priority and eligibility of children and create and maintain an eligibility waitlist. Contact parent(s)/guardian(s) and staff of enrollment opportunities as vacancies occur. 7. Administer the DSHS collaboration contract for recruitment. 8. Monitor and support classroom attendance and staff with families when necessary. 9. Create and maintain EHS transition timeline. 10. Conduct Family Reviews every other month with staff, and following new enrollments. Review and update File Monitoring Forms during these reviews. 11. Supervise and provide assistance to Family Service Worker, Family Service Specialist, Infant Toddler Specialists and EHS Home Visitors. Support the development and implementation of the parent education, social service, and parent involvement program and adult literacy in compliance with funding source guidelines and community needs assessments. 12. Develop, manage, and monitor a budget for the social services and parent involvement program in accordance with performance standards. 13. Assist Policy Council in record keeping (prepare minutes), membership support and attend meetings. 14. Ensure maintenance of complete and accurate family files. 15. Responsible for the delivery and tracking of all home funds. 16. Coordinate social services and parent involvement with other program components. Meet regularly with other ECS Coordinators and Managers to share information and coordinate implementation of performance standards. 17. Support the compliance of Washington State minimum licensing requirements. Maintain records in compliance with minimum licensing requirement, program standards and policies. 18. Coordinate Case Coordination Team Meeting, maintaining records and follow through of Coordination plans. 19. Inform staff and families of the goals and objectives of the social services and parent involvement program and report on progress. 20. Coordinate annual update of social services and parent involvement work plan including community representatives, policy council, parents, and appropriate staff. 21. Serve as advocate for social services that are needed within the community. 22. Maintain professional working relationship with state, county, and city human services agencies. Seek consultation and assistance from other community agencies, as needed. 23. Ensure the coordination, tracking and reporting of in-kind contributions in social service and parent involvement components on a monthly basis. 24. Assure that all state WACS and program regulations are followed in regards to the reporting laws of suspected child abuse and neglect. 25. Prepare monthly social services and parent involvement report for Program Director and Policy Council. 26. Support data entry in ELMS and ChildPlus. Have knowledge of and be responsible for information contained in the program calendar and personal work schedule. Program 1. Carry out goals, policies and activities designed to implement program objectives and performance standards. 2. Maintain clear communication with program/center staff members to ensure overall improvement and development. 3. Set goals and develop ways to improve program quality. 4. Identify resources to meet the needs of the families. 5. Participate in the conduct of community needs assessments. 6. Serve as liaison between families, center, community, and grantee administration. 7. Be an active participant on a program committee. 8. Participate in program evaluation and planning process. 9. Generate and document in-kind contributions. 10. All staff will be required to participate in program activities outside of their normal work hours and scheduled work days. Professional Development 1. Participate in pre- and in-service training. 2. Develop and maintain positive attitudes toward personal development and on-going training. 3. Develop an individual performance/growth plan (with assistance from peers and supervisor). 4. Document trainings and other professional development activities in professional portfolio. KNOWLEDGE SKILLS AND ABILITIES: 1. Ability to learn independently and problem solve. 2. Ability to work with people of diverse social economic backgrounds. 3. Ability to maintain confidentiality. 4. Demonstrated skill in using and teaching conflict resolution and negotiation skills. 5. Intermediate computer skills. 6. Knowledge of labor laws. 7. Excellent communication skills. QUALIFICATIONS: 1. Bachelor of Arts in Social Work or related field plus five years of Social Services experience in a Head Start program. 2. Two years supervisory experience in Head Start like program. 3. Successful experience in providing technical assistance in a team process. 4. Successful experience in supervising staff. ADDITIONAL REQUIREMENTS: 1. By employment date, provide proof of a negative TB skin test or equivalent 2. By employment date, provide proof of MMR vaccination or measles immunity. 3. By employment date, satisfactory results from the criminal background check, as required by the Child/Adult Abuse Act. 4. Prior to date of hire, obtain a Portable Background Check through MERIT. 5. By employment date, provide copies of State driver\xe2\x80\x99s license, insurable driving record, and proof of current auto insurance. 6. Complete BBP, CAN, licensing orientation, center orientation, safe sleep, and disaster preparedness training prior to being with program children and families. 7. Within 30 days of employment date, obtain a health exam verification. 8. Within 30 days of employment date, obtain a Food Handler\xe2\x80\x99s Permit. 9. Within 90 days of employment date, obtain First Aid and hands-on Adult/Child CPR cards. 10. Within 90 days of employment date, complete required Child Care Basics course or equivalent. 11.
