GENERAL DESCRIPTION:

This position is part of the State Auditor\'s Office, Accounting Division. The State Auditor is the chief comptroller, fiscal officer, and payroll officer for the State of Wyoming. The Accounting Division prepares the statutorily required Annual Comprehensive Financial Report for the State, as well as, loads legislative appropriations to agency budgets in the uniform accounting system; serves as the main contact for the external annual fiscal audit; maintains the chart of accounts and performs pre-audit processes; is responsible for fixed asset reporting, prepares monthly updates of revenues and expenditures, reverts lapsed appropriations to the General Fund, coordinates with other State agencies for reporting to the State Auditor\'s Office, and ensures the Office complies with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements for governmental accounting. The Senior Accounting Analyst position would develop and implement a statewide pre-audit program, including developing a pre-audit schedule, reviewing state agency transactions, and offer training. The position would also assist in preparing, analyzing, and interpreting accounting practices of the State, utilizing advanced professional accounting, planning, and analytical skills to assist in meeting the State Auditor\'s Office statutory duties.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Develops and implements a statewide pre-audit schedule as well as sample selection criteria for state agency transactions.
  • Reviews and audits statewide transactions within the Wyoming Online Financial System (WOLFS) and performs all associated pre-audit checks (review for internal controls and separation of duties, expenditure coding, service dates, supporting documentation, etc.).
  • Communicates directly with agencies regarding pre-audit processes, findings, and corrective action plans.
  • Maintains the State of Wyoming chart of accounts (object, sub-object, and revenue code listing) and updates the chart of accounts at least annually.
  • Develops and provides training to state agency personnel on the following pre-audit-related topics: object/sub-objects (chart of accounts), common pre-audit findings, internal controls, etc.
  • Participates in the compilation and preparation of the Annual Comprehensive Financial Report (ACFR) by the specified deadline of December 31 of each year.
  • Provides direction to all State agencies during the year and in preparation for the annual fiscal audit.
  • Coordinates and monitors timely submission of information by state agency fiscal personnel.
  • Provides support and prepares communications, as directed by the Accounting Manager, to external independent auditors and State agencies. (The State Auditor\'s Office does not audit; that function belongs to the Wyoming Department of Audit).
  • Performs senior-level support of loading legislative appropriations from each legislative session to agency budgets in the uniform accounting system operated by the State Auditor\'s Office, taking into account the legislative intent and proper fund type under GAAP and GASB.
  • Reconciles loaded legislative appropriations with the Legislative Services Office (LSO) Fiscal Profile for those funds LSO profiles, including the General Fund, Budget Reserve, and School Foundation Fund.
  • Participates in and supports a process ensuring all appropriations for a new biennium are loaded before July 1st.
  • Participates in and supports the B-11 process and monitors the legislative appropriations, which the Legislature "parks" within the State Auditor\'s budget.
  • Participates in and supports the day-to-day activities of the budgeting functions, which includes entering approved B-11 modifications, transferring appropriations as outlined in the biennial appropriations bill, monitoring helpdesk email along with responding to phone calls relating to budget issues, working with state agency, budget office and LSO personnel in order to respond to issues/questions or requests for information.
  • Participates in and provides support for the quarterly/biennial budget reversions process.
  • Reviews all proposed legislation for appropriations questions, develops recommendations to LSO personnel, and communicates potential effects to the Accounting Manager, Deputy State Auditor, and State Auditor.
  • Performs testing and supports the installation and/or upgrade(s) to the statewide uniform accounting system and reporting system.
  • Evaluates options available in the uniform accounting system for improved efficiency in accounting and financial reporting operations.
  • Assists in the appropriate capitalization of the State of Wyoming\'s capital fixed assets, as well as the tracking and maintenance of construction in progress, State land reporting, and capital leases.
  • Participates in and performs the preparation of ACFR projects, such as, but not limited to: Fund Balance Restatement, which includes reversing entries, budget to actual statements, loans receivable, fixed assets, compensated absences, SEFAs, manual A/P, IP2/3/5 projects, etc.
  • Gathers, analyzes, and interprets financial information from the statewide accounting system, as submitted by other State agencies.
  • Other duties as directed.
Qualifications

PREFERENCES:

Preference will be given to those with a bachelor\'s degree in accounting from an accredited institution with 1-3 years of progressive work experience generally in accounting, with acquired knowledge at the level of an Accounting Analyst and with experience in performing financial and compliance audits of governmental agencies.

KNOWLEDGE:
  • Knowledge of Generally Accepted Accounting Principles (GAAP), ability to apply them, and to educate other fiscal personnel in other state agencies.
  • Knowledge of and ability to apply Governmental Accounting Standards Board (GASB) requirements, as applied to government accounting systems.
  • Knowledge of audit processes as an accountant for an entity being audited, or from experience in public accounting.
  • Knowledge of governmental accounting.
  • Knowledge of internal controls over accounting applications.
  • Knowledge of state and federal laws, rules, regulations, and statutes and their relation to financial and payroll transactions.
  • Knowledge of state and federal payroll and IRS regulations and financial practices.
  • Knowledge of large financial and reporting systems.
  • Knowledge of government management, including human resources, accounting, and general management.
  • Ability to meet deadlines required by State statutes.
  • Ability to coordinate diverse groups in State government to achieve goals of accuracy and efficiency in fund allocation, loading of legislative appropriations into the uniform accounting system, and provision of data by those agencies for compilation of the Annual Comprehensive Financial Report for the State.
  • Ability to deliver customer service to agency users, flexibility, and a strong ability and willingness to work with others.
  • Possess strong organizational skills and attention to detail.
  • Skilled in professional written composition, technical writing, and verbal communication.
  • Skilled in judgment and decision-making.
  • Skilled in financial tracking and identifying corrective action plans.
  • Demonstrate excellent analytical ability to evaluate processes and make changes, as needed, for compliance with required accounting standards and for increased efficiency and accuracy.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
