GENERAL DESCRIPTION:

The Wyoming Game and Fish Department (WGFD) is seeking a License Section Manager in Cheyenne, WY. This position manages and supervises personnel in the License Section responsible for the issuance of hunting and fishing licenses, permits, and stamps. License Section responsibilities include watercraft registration, over-the-counter license issuance including commercial, lifetime, and special licenses and permits, issuance of limited quota licenses through random draws, issuing and maintaining preference points, and maintaining customer records. Manages over 200 license-selling agents throughout the state. Ensures compliance with Commission regulations and State and Federal laws for all license transactions. Responsible for the development, maintenance, and upgrade of numerous custom computer systems unique to Wyoming and the WGFD. The License Section Manager leads 14 employees. Manages the telephone information center and customer service functions at WGFD Headquarters. Responsibilities include overseeing the development and documentation of policies, procedures, and workflow for all described functions. Ensures efficient production in these areas securing the WGFD\'s ability to achieve its mission of \xe2\x80\x9cConserving Wildlife and Serving People."

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Direct supervision of the License Sales, License Accounting, and License Draw Supervisors. Provides leadership, guidance, and support for those direct reports including scheduling of work, providing instruction, conducting performance appraisals and disciplinary actions, and professional development opportunities.
  • Provide overall direction for license section personnel, distribute and review work within the License Section, oversight of work planning, training, and direction on activities requiring decisions outside of the employee\'s normal job functions.
  • Oversight and management of all licensing computer systems including establishing policies, procedures, and workflows to comply with statutory and regulatory requirements. Systems include watercraft registration system (boat registrations), iPOS internet point-of-sale license system (over-the-counter license issuance at Department and external license selling agent locations), Online license issuance system (internet system for the public to purchase licenses, register watercraft and purchase AIS decals), Online hunting application system (internet system for the public to apply for limited quota licenses), and the Draw Automated System (system to conduct drawings for applications submitted via the internet), Control Center (internal system for managing all license accounting including electronic agent payment processing), Customer maintenance system (update customer information, manage business accounts, etc.), credit card system, regulations setting, and landowner system.
  • Work closely with the Chief Financial Officer and Chief Technology Officer on the development, maintenance, and upgrade of agency computer systems used by the licensing section. This includes the development, improvements, and maintenance of internal workflows, processes, procedures, and documentation.
  • Provide licensing information for dissemination including publication in agency reports, regulation booklets, public presentations, and the website.
  • Regularly analyzes financial and numerical data to provide essential statistical information for various reporting requirements. Compilation and completion of the Wyoming Game and Fish Commission annual report. Compile ADHOC licensing and financial data reports as necessary (i.e., public information requests).
  • Research and resolve questions and complaints from the general public, external license selling agents, and WGFD personnel that require interpretation of complex rules and regulations.
  • Serve as the WGFD expert on licensing systems and license issues. Respond to questions from WGFD administration, Commission, Legislature, and the public.
  • Develop, manage, and monitor the license section budget.
  • Review federal and state regulatory requirements related to licensing and participate in the development and implementation of WGFD regulatory changes.
  • Communicate with the Fiscal Division Chief on licensing issues that involve financial, accountability, wildlife management, or political risk before taking action or modifying procedures to obtain agreement on an acceptable course of action.
Qualifications

KNOWLEDGE:
  • Knowledge of relevant federal statutes, regulations, and policies; Wyoming statutes; Commission regulations, policies, and processes; Legislative processes; WGFD strategic plan, goals, objectives, procedures, and overall operations.
  • Knowledge of accounting practices and principles at an advanced level.
  • Knowledge of internal control requirements as they relate to manual and automated processes and the ability to adapt such processes to ensure system integrity and audit transparency.
  • Knowledge of state personnel rules related to employee supervision, including but not limited to, performance appraisal, fair labor standards, and disciplinary procedures.
  • Skilled in the operation of highly complex accounting systems, which include general ledger, inventory, accounts receivable, sales, cash management, and credit card processing.
  • Skilled in writing for a technical and non-technical audience. Able to convey complex information to a variety of audiences.
MINIMUM QUALIFICATIONS:

Education:

Bachelor\'s Degree (typically in Finance)

Experience:

3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I

OR

Education & Experience Substitution:

6-8 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Manager I
