What you will be doing:
The Finance & HR Senior Manager of the Washington State Wine Commission (WSWC) is responsible for the management of the financial and human resource aspects of the Commission. The Finance & HR Senior Manager works directly with the Executive Director to manage and communicate the financial position of the WSWC in an accurate, timely and effective manner, originate and lead Human resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes quality, productivity, empowerment, and on-going development of staff. The Finance & HR Director also works collaboratively with all Commission staff to provide the necessary financial information and support to carry out services and programs.

The Finance & HR Senior Manager helps ensure Commission compliance with accounting standards and state and federal regulations and policies as it relates to Financial and Human Resources, such as contracting, promotional hosting, and travel rules. As such, the position works closely with the Commission\'s management and board of commissioners as well as state oversight agencies such as the Department of Enterprise Services (DES), Attorney General\'s Office (AGO), and the State Auditor\'s Office (SAO) to keep abreast of state financial, legal, and operational policies.

The Finance & HR Senior Manager is an experienced accountant and brings financial & personnel acumen that contributes to a high-performing Commission. This person is detail-oriented, proactive and a team player.

Duties

Primary Responsibilities:

  • Management of WSWC financial operations
  • Management of WSWC Human Resources functions
Specific Responsibilities:
  • Ensure all financial functions are managed according to legislation, policies, and procedures, and accepted state accounting principles:
  • Manage Accounting and Finance systems to ensure full and accurate accounting records.
  • Ensure that financial statements and internal reports are accurate, easily accessible, understandable, and timely.
  • Provide financial and accounting support to the staff, including program budgets, winery participation receivables and vendor payables.
  • File the necessary financial and operational documents with the state and work with contractors on federally funded WSWC program financial requirements (export).
  • On-going development of recommendations for management\'s consideration on financial systems and policies that ensure compliance with state and federal regulations.
  • Manage and participate in the Board Finance Committee
  • Manage the annual non-profit tax returns and state reporting requirement for the Washington Wine Education Foundation (WWEF).
  • Create and maintain positive relations with the WSWC\'s banking institution(s)
  • Manage and coordinate human resources: compensation, benefits, performance management, employee training programs as well as other HR programs.
  • Liaison with WA DES (Department of Enterprise Servies) on Human Resources initiatives
  • Develop and implement human resources and performance & development planning.
  • Ensure compliance with human resource legislation, policies & procedures.
  • Assist staff on organizational policy matters regarding employment and labor law, personnel policies, and training.
  • Establish and maintain internal controls to ensure compliance with financial and human resources legislation, policies, and procedures.
  • Ensure Adherence to agency rules and regulations as they relate to state policies.
  • Manage the annual assessment implementation and collection process with the Office Manager.
  • Manage and assist with the preparation for WSWC audits as needed.
  • Facilitate on-going training for staff to ensure compliance with state mandated policies.
  • Ensure maintenance of Commission computer systems
  • Participate in strategic financial and human resources planning.
  • Develop, implement, and track the Commission\'s annual operating budget in coordination with the Deputy Director and Commission staff.
  • Prepare and analyze projections of revenues, expenditures, and cash flow.
  • Ensure accurate and timely reporting of budgets to the Board and State.
Qualifications

Required Qualifications:
  • Strong strategic thinking and financial analytical skills.
  • Five (5) years of professional experience in accounting, including audit & budget experience
  • Five (5) years of professional experience in personnel, human resources, and benefits.
  • Bachelor\'s degree in finance or accounting.
  • Strong verbal and written communication skills.
  • Excellent organization, time management, and prioritization skills.
  • Proficiency in Salesforce, Office365, and Quick Books Pro programs.
  • Ability to collaborate effectively with the team.
  • Familiarity with state statutory and administrative code (RCW and WAC) as they relate to the Commission.
  • Ability to work in a multi-tasked, fast paced environment.
  • Demonstrated abilities in confidentiality, initiative, judgment, and discretion.
Preferred Qualifications:
  • Public sector finance and budget experience.
  • Working knowledge of the wine industry.
