Summary

This position is a Fish and Wildlife Biologist, GS- 0401-11/12 working for the R6-Wyoming Ecological Services Field Office.

Duty Station: Will be determined upon selection and MUST be within the state of Wyoming. Please note: if selected, you may be placed at a regional office, field office, current duty station, remote duty station or other DOI-Owned or leased worksite at the discretion of management.

This position will be filled under the Office of Personnel Management\'s Direct Hire Authority and is open to all United States citizens and U.S. nationals. Duties

As a Fish and Wildlife Biologist your duties will include but are not limited to the following:
  • Implements the Endangered Species Act (section 7) with emphasis on working cooperatively and collaboratively with Federal partners under section 7 to avoid and minimize impacts.
  • Implements the Endangered Species Act (sections 4, 9, and 10) to develop and implement listing and recovery plans. Working with internal and external partners to develop species status assessments, listing determinations and conservation agreements to address potential impacts to listed species and species of conservation concern.
  • Implements the Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Fish and Wildlife Coordination Act, National Environmental Policy Act and other policies, statutes, and regulations that conserve and protect U.S. Fish and Wildlife Service Trust species.
  • Works in close coordination with internal and external partners and stakeholders, holding diverse opinions and beliefs, to conserve and protect the fish, wildlife and plants and their habitats within the State of Wyoming.
  • Prepares and reviews scientific information to evaluate impacts from land and water resource development on Federal Trust Resources (federally protected species and migratory birds).
  • Conveys complex technical subject matter in concise written communications ranging from general correspondence to technical documents, reports, official signed correspondence, and briefing papers for internal leadership.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement: * Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Minimum Qualification [GS-11] * One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Experience includes 1) Plan, conduct, and review on-site ecological investigations on

a wide variety of complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources; 2) Apply the principles and regulations which govern Section 7 and Section 9 of the Endangered Species Act (ESA); regarding rare, candidate, proposed, federally listed threatened and endangered species habitat, sagebrush and grassland habitats, aquatic ecology and management, and other habitat of concern in the affected areas; 3) Experience working with the Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Fish and Wildlife Coordination Act, National Environmental Policy Act; 4) Reviews and prepares written correspondence, reports, and scientific publications, based on the literature, observations made, and investigation conducted; 5) Utilizes reports and papers to analyze current conditions of species and their habitats and assess implication of future actions on rare, candidate, proposed, threatened, and endangered species and their habitats. OR * 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR
  • A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-12] * One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience includes 1) Oversee and manage on-site ecological investigations on a

wide variety of complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources; 2) Apply the principles and regulations which govern Section 7 and Section 9 of the Endangered Species Act (ESA); regarding rare, candidate, proposed, federally listed threatened and endangered species habitat, sagebrush and grassland habitats, aquatic ecology and management, and other habitat of concern in the affected areas; 3) Scientific expertise in working the Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Fish and Wildlife Coordination Act, National Environmental Policy Act; 4) Reviews and prepares written correspondence, reports, and scientific publications, based on the literature, observations made, and investigation conducted; 5) Utilizes
reports and papers to analyze current conditions of species and their habitats and assess implication of future actions on rare, candidate, proposed, threatened, and endangered species and their habitats. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school\'s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
