The Opportunity
WSDOT is currently seeking a Fish Passage Delivery Business Manager in Olympia, WA. This position reports to the Fish Passage Delivery Manager and is the senior technical specialist that is responsible for tracking the delivery of WSDOT\'s multi-billion fish passage program, as well as assisting in managing all aspects of the delivery of the program. In this technical role, you will fully manage issues and assume decision-making responsibilities. This position interfaces with agency Executives, Capital Program Development and Management, Region Engineering Managers, Region Program Mangers, Project Engineers, Communications, and Technical Specialists to support the efficient and successful delivery of the Fish Passage Program. The Fish Passage Delivery Business Manager has primary responsibility for tracking program delivery, planning and facilitating statewide program coordination meetings, strategic workload planning, facilitating grant opportunities, and managing fish program delivery budget and work orders.

What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Independently plan, lead, and continuously improve monitoring the progress of delivering fish passage program. This includes comparing the plan required to meet the permanent federal court injunction versus actual delivery.
  • Develop and manage complex systems to track program progress of hundreds of projects across five WSDOT Regions utilizing information from WSDOT\'s Program Management Systems.
  • Develop exhibits and tools showing injunction compliance dashboards for reporting to WSDOT Executives, tribal partners, the legislature, and other external interested parties.
  • Develop metrics and identify delivery risks for upper managers and Executives to make decisions.
  • Review and provide program information for various manuals, webpages, and major documents.
  • Plan and facilitate program coordination meetings. This includes tracking complex fish passage hot topics for a variety of disciplines, developing meeting agendas, arranging guest speakers, and facilitating important cross discipline program wide meetings.
  • Lead development of a program management plan for the multi-billion-dollar Fish Passage Program to guide the fish passage delivery team focus.
  • Working in conjunction with all delivery team members, analyze team resource distribution and current and emerging needs to align team resources with highest priority work.
  • Evaluate and coordinate current resources and plans for any gaps in knowledge for maximum knowledge efficacy.
Qualifications
To be considered for this opportunity, the following are required:
  • Bachelor\'s degree in Business Management, Public Administration, Engineering Management or related field OR a minimum of five (5) years of professional work experience building, maintaining, and reporting project schedules, budgets, business tools, and program performance information on transportation or other infrastructure projects with an emphasis on effective project management.
  • Knowledge of project management and control for delivery of capital design and/or construction projects.
  • Experience in developing, analyzing, and reporting on project deliverables using excel or other database software.
  • Ability to maintain expertise for accessing the various business function databases such as the Datamart, TRAINS, CPMS, PMRS, and TEIS.
  • Advanced skills in analyzing and interpreting financial information.
  • Knowledge of budget theory, budget preparation, implementation, monitoring, and financial reporting.
  • Skills to communicate effectively with a wide range of disciplines.
  • Skills to balance technical and strategic considerations.
  • Skills to monitor and manage project schedules effectively and develop contingencies to address variances and changes.
  • Ability to attend in person meetings as required.
It is preferred that qualified candidates also have:
  • Advanced degree in Project Management or certification as a Project Management Professional (PMP) by project Management institute or equivalent.
  • Knowledge of WSDOT Capital Improvement, Fish Passage Program, project data, and data systems.
  • Experience in transportation project delivery.
