This requirement will provide professional and technical support to characterize and evaluate impacts and benefits to essential fish habitat (EFH) from large-scale projects affecting coastal areas. This position is FULLY REMOTE, however the Fishery Restoration Scientist selected MUST reside in the South East Region of the US (Ideally in the state of Georgia (GA) or Florida (FL , or be willing to relocate, for the purpose of keeping down regional cost related travel for the job. Intermittent attendance in the local office will also be required. The objective of this work is to:

  • Use regional environmental information to characterize and evaluate effects to EFH and actions for offsetting those impacts expected from offshore wind energy, port development, and habitat restoration projects in the South Atlantic, Gulf of Mexico, and Caribbean
  • Provide GIS and mapping support for evaluating offshore wind, port development, habitat restoration, and hydropower projects, including creation or update of GIS shapefiles, maps, and webpages
  • Collaborate with various stakeholders to develop accurate accountings of habitats within various impact footprints to minimize and mitigate direct and indirect impacts. These stakeholders may include the U.S. Fish and Wildlife Services, U.S. Army Corps of Engineers (USACE), Bureau of Ocean Energy Management (BOEM), state wildlife and fisheries agencies, and interagency teams (e.g., Resource Management Teams)
Fishery Restoration Scientist Tasks and Deliverables

River Basin Research
  • Review study objectives developed by SER and partners
  • Identify optimal study locations for field work
  • Manage data collected by partners, including development of metadata records
  • Recommend practicable improvements to field efforts for implementation in the next year.
  • Deliver a short technical report and data files
  • Final report shall include complete responses to all comments received from the NOAA PL
License Compliance for Hydropower Projects
  • Analyze the data provided to assess conformance with the terms and conditions of facility licenses with respect to the fish passage prescriptions and flow recommendations
  • Deliver a short written report for each hydropower project examined
  • Final reports shall include complete responses to all comments received from the NOAA PL
Offshore Wind Energy Projects
  • Using data provided, analyze the effects to EFH from proposed wind energy projects and associated mitigative measures
  • Deliver a short written report for each hydropower project examined
  • For each project examined, prepare materials suitable for briefing NOAA senior leadership on project objectives, impacts, benefits, and schedule
  • Final reports and briefing materials shall include complete responses to all comments received from the NOAA PL
Port Everglades and Port Miami Habitat Analysis
  • Review the data on dredging operations and coral condition
  • Assess the potential effects of the dredging on extent and quality of coral habitat
  • Recommend mitigation measures for offsetting impacts expected from the dredging
  • Deliver a written report listing and describing the characterized habitats along with supporting information to include GIS files (with metadata) and Google Earth files
  • Final report shall include complete responses to all comments received from the NOAA PL
EFH Analysis
  • Using data provided, analyze effects to EFH from proposed construction and restoration projects
  • Deliver a short written report for each construction and restoration project examined
  • For each project examined, prepare materials suitable for briefing NOAA senior leadership on project objectives, impacts, benefits, and schedule
  • Final reports and briefing materials shall include complete responses to all comments received from the NOAA PL
Required:
  • Bachelor\'s Degree in an associated discipline (biology, ecology, fisheries biology, or marine biology, including biological and aquatic sciences, natural resource management, fisheries biology, conservation biology, marine biology, landscape ecology, or restoration ecology
  • Four (4) to six (6) years specialized experience directly related to the position
  • Knowledge of the habitats used by diadromous fishes, estuarine fishes, and reef fishes with a preference for experience in the field of environmental conservation and setting conservation objectives
  • Experience using GIS for preparing maps and managing spatial data for retrieval and analysis
  • Strong professional writing and organizational skills
Preferred:
  • Strong understanding of the habitats, environmental pressures, and current environmental partnerships within Southeast U.S. watersheds
  • Experience conducting site assessments of estuarine areas
Job Details:
  • Daily work hours may range between 6:00 am and 8:00 pm, Monday through Friday, but the contractor must be available between 9:00 am and 3:00 pm (normal business hours). Work hours may deviate from normal business hours to accommodate attendance at meetings, workshops, or conferences.
  • The place of performance will be offsite but located within the States of South Carolina or Georgia to efficiently accommodate site visits. The Contractor shall be responsible for selection and provision of any office space. Regional site visits, meetings, workshops, trainings, and conferences in the Southeast U.S. region shall be routinely required for this position.
  • Travel may be required
