About Geographic Information Systems (G.I.S.) Specialist:
Prepares and maintains digital maps and their associated databases within the Geographic Information System (G.I.S.) of Linn County under the general direction of the G.I.S. Manager. Works on G.I.S. related projects such as Land Records (parcel mapping), Asset mapping, E911 addressing, Linear Referencing (LRS) mapping, data verifications (Census, legal descriptions), etc. Knows the County's Customer-Centered Culture principles, the County's Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.
Essential Functions

Collect, analyze, and maintain geospatial data related to the county's infrastructure, land use, transportation, natural resources, demographics, and other relevant data sets.
Ensure data accuracy, integrity, and adherence to data standards.
Create, test and train geo-processing workflows to support complex analysis and feature extraction.
Develop interactive web maps and applications for public dissemination of information.
Design and manage GIS databases, including the creation and maintenance of geodatabases, data models, and schema designs. Ensure efficient data storage, retrieval, and accessibility for end-users.
Develop and customize GIS applications using ESRI technologies such as ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise. Design and implement user-friendly interfaces, tools, and workflows to address departmental needs.
Perform spatial queries, overlays, network analysis, geocoding, and other analytical tasks to generate meaningful insights and reports.
Collaborate with county departments, agencies, and external stakeholders on various projects requiring GIS expertise. Participate in meetings, workshops, and cross-functional teams to ensure effective coordination and project implementation.
Create visually appealing and informative maps, charts, and graphs to effectively communicate geospatial data to stakeholders.
Updates existing plans and County maps to reflect changes to roads, annexations, road names and new street addresses using survey drawings and legal descriptions.
Conduct spatial analysis using GIS tools to support decision-making processes.
Prepares and implements metadata and other documentation in county GIS.
Converts digital data from a variety of applications (including hard copy) into the County's G.I.S.
Creates large scale maps using available data.
Operates equipment associated with G.I.S. such as computers, plotters, scanners, tablets, G.P.S., etc.
Performs all other duties as assigned.
Knows the products they personally produce and the customers of each product. Listens to the "Voice of the Customer "and closes gaps between customer expectations and experience whenever possible.
Minimum Qualifications & Requirements

Bachelor's degree in Geography, Planning, Engineering, Computer Science, or a related field required.
Three (3) years of experience working with a G.I.S., cartography, photogrammetry, civil engineering, survey drafting or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities.
Candidates must have experience in computer mapping systems, specifically with the ArcGIS Platform.
GISP Certification or ESRI Technical Desktop certification is required or must be acquired within 2 years after employment.
Knowledge, Skills, and Abilities:
Thorough knowledge of a variety of methods, materials, and procedures in a G.I.S. and cartography.
Knowledge of legal and technical content of property descriptions, plating/subdivision of land and real estate taxation.
Knowledge of database structures.
Basic knowledge of programming, preferably using Python.
Skills in the operation of Geographic Information Systems (G.I.S.) (preferably in the ArcGIS Platform), Computer Aided Drafting and Global Positioning Systems (G.P.S.).
Ability to use a computer running Windows, large format printer, large format scanner, calculator, photographic and drafting equipment, and copy machine.
Ability to read and interpret legal descriptions and to draw them.
Ability to learn and apply emerging technologies to the GIS.
Ability to communicate effectively both orally and in writing.
Ability to work in a team environment.
Skills in evaluation of data and project findings.
Skills in drawing and layout.
