Job SummaryThis position performs specialized duties in the development and maintenance of GIS data.Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.Pay GradeO1 - O5 - DOEMinimum RequirementsBaccalaureate degree in a course of study related to the occupational field. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.Three years of experience in the occupational field, sufficient to understand the major duties of the position.Possession of or ability to readily obtain a valid driver\'s license issued by the State of Alaska for the type of vehicle or equipment operated.Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.Certification as a GIS Professional is preferred.Must successfully pass a pre-employment background check.Duties/Responsibilities

• Designs, develops, tests, documents and manages a variety of web applications.
• Responds to internal and external customer service requests by defining the scope of work, clarifying expectations, negotiating deadlines, and producing maps, spatial data, and analysis.
• Performs data development, conversion, analysis, maintenance and distribution; manages data conversion between different mapping platforms.
• Develops and maintains documentation of standards, procedures, workflows, and federally compliant metadata.
• Performs document research to interpret land transactions and legislative boundaries using legal descriptions, deeds, and ordinances.
• Designs, creates and maintains computer generated maps using geospatial data.
• Coordinates and delivers GIS solutions for Borough departments; evaluates, develops and applies GIS enterprise solutions to department needs.
• Develops, maintains and executes quality assurance/control programs.
• Troubleshoots technical issues related to GIS/CAD software and hardware.
• Develops and implements GIS related training and presentations.
• Provides GIS/CAD related assistance during activations of the Emergency Operations Center.
• Provides specialized support for Borough-wide GIS projects.
• Provides oversight and functional direction of assigned contractor daily activities.
• Performs related duties.
• Knowledge of CAD/GIS software.
• Knowledge of web mapping application design and development.
• Knowledge of spatial database architecture as it relates to data design and development.
• Knowledge of real estate records research principles.
• Knowledge of cartography, projections, datums and coordinate systems as related to the management of geospatial data systems.

Temporary and on-call employees for the Mat-Su Borough do not receive a benefits package. Following is a brief description of the only benefit provided to this class of employee.Alaska Supplemental Benefits System:The Supplemental Benefits System (SBS) is in lieu of Social Security and is mandatory. An employee contributes at 6.13% of gross wages, matched by the Borough (6.13%), on the present wage base of $132,900.01I understand that the schedule for this position will vary based on operational needs and the hours will be limited to less than 30 per week and 1,000 per 12 month period. I further understand this is an on-call position that receives no benefits and no guarantee of hours.
