Job Description


Primary Purpose

** Position is budgeted at $22.36 hourly commensurate with related education and experience.

Collects, develops and delivers field and geospatial information in digital and/or hard copy format to support the operation and utilization of the County\'s parcel level Geographic Information System (GIS) and E-911 Database.

Essential Job Functions

  • Measures roads; determines addresses; generates field paperwork and data; verifies and enters collected data into various databases; verifies and/or installs or replaces address signs, posts and numbers; and utilizes electronic distance measuring devices, GPS devices, and Laser Range Finder equipment to collect various physical features such as roads, driveways, structures, fire hydrants and other items required to update the Enhanced-911 (E-911) database or other databases as needed.
  • Utilizes word processing and spreadsheet software to prepare monthly reports; prepares correspondence and other documents; assists with review of GIS and other tabular data; assists with developing and maintaining GPS data dictionaries.
  • Utilizes GIS software for editing E-911 and other GIS datasets; performs GIS edits, both spatial and tabular, in connected (in the office) and disconnected (in the field) versioned database environments; utilizes existing procedures to create, update and maintain E-911 and other GIS datasets and applications; assists with the update and enhancement of such procedures, and proposes and implements new procedures as needed.
  • Performs field collection and/or validation of address information to update the E-911 Addressing database or other County geospatial databases.
  • Prepares and delivers information through various methods (including in person, by phone, fax, email, and mail) to support E-911 addressing, including address assignments, address changes, road name petitions, correspondence, and mapping products.
  • Performs research of plats, deeds and other resources to resolve property access disputes and complete addressing information.
  • Assists the public and other County staff with GIS query and data needs, permit applications and address verifications; prepares digital and/or hard copy cartographic products including appropriate metadata; and operates plotters, scanners, printers, and other production devices.
  • Performs monthly County GIS Division vehicle inspections and schedules maintenance as needed.
  • Maintains inventory of field supplies, tools, and equipment; initiates procurement and manages delivery of supplies.
  • Attends industry conferences and participates in training and literature research to keep job skills current.
  • Provides excellent customer service by responding promptly to requests in person and in writing; assists property owners in understanding Ordinance requirements and providing clear and concise direction; demonstrates professionalism and courtesy in interactions with internal staff, external customers and agencies.
Knowledge / Skills:
  • Knowledge of ArcGIS Desktop and/ or other geospatial mapping applications; GPS devices, Pathfinder Office and TerraSync; the Santa Fe County area; word processing (Microsoft Office) and spreadsheet software (Microsoft Excel); AS400 computer software program; and basic math.
  • Basic knowledge of computerized data compilation, conversion techniques, graphic presentation and production techniques; networked workstation computing environment; cartographic principles; general surveying principles and practices; geographic information systems; and database design, creation and maintenance.
  • Ability to correctly utilize digital data capture tools such as GPS data collectors and laser range finders.
  • Ability to correctly use GIS software applications in connected and disconnected versioned database editing environments.
  • Ability to follow verbal and written instructions; independently plan and organize work; manage time and to meet deadlines; present information clearly and concisely, verbally and in writing.
  • Ability to establish and maintain effective working relationships with fellow employees, other County departments, elected officials, tribal and city governments, public utilities representatives and the public; function effectively independently and in a team environment; complete work with accuracy and attention to detail.
  • Ability to read and interpret maps, plats, deeds and legal descriptions; operate mapping-grade GPS equipment and various power and manual tools and equipment.
  • Ability to operate various word-processing, spreadsheet, database, and other software programs in a Microsoft environment.
Minimum Qualifications
  • High school diploma or equivalent.
  • Some formal training or experience in Geographic data collection, GIS/GPS, engineering, surveying, drafting, database editing, or electronic distance measuring devices is preferred.

Working Conditions:

Work is performed generally in an office environment and outdoors in varied weather conditions with exposure to dust, fumes, airborne particles and/or allergens. Work occasionally involves high risk or potentially dangerous situations, exposure to hazardous materials, excessive noise, hostile individuals, and work near hazardous/moving equipment or machinery. Work may require the use of protective clothing, equipment, devices or materials. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; and talk or hear. Ability to lift up to 50 lbs. Clarity of vision at short distance is required. Occasional evening and weekend work is required. Occasional overnight travel is required.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a County paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver\'s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
