OverviewThe Vermont Department of Economic Development is seeking a grants program manager that will help us to assist Vermont-based organizations that are recovering from the COVID-19 pandemic and the recent bout of flooding. The successful candidate will manage the day-to-day operational aspects of a number of our existing grant programs, these are expected to include the Capital Investment Program, the Capital Recovery and Revitalization Program and the Business Emergency Gap Assistance Program.Tasks will include:

  • Review of grant applications,
  • Creating grant award documentation,
  • On-going monitoring of grant awards
  • Grant and program reporting
The position works with grantees to develop project work plans and oversees grantee\'s progress toward completion. In addition, the position also conducts interim and final audits, completes the grant close-out process and produces the final program reporting. It also provides compliance management and technical assistance to grantees in the conduct of program activities.The position will manage two staff members that will provide support for undertaking the grants management responsibilities. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.Minimum QualificationsMaster\'s degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.ORBachelor\'s degree with coursework in financial management, grants administration, program evaluation or closely related field AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.ORFive (5) year or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.Total CompensationAs a State employee you are offered a great career opportunity, but it\'s more than a paycheck.
