Job Summary
Grants Administrator (Grants, Equity, Access and Research Division GEAR) will provide technical assistance, develop proposals, and manage grants associated with the Grants, Equity, Access and Research Division (GEAR) within the Aging and Disability Services Division. The GEAR Division support\xe2\x80\x99s multiple new grant and contracted services for Home and Community-Based Services (HCBS) through the enhanced Federal Medical Assistance percentage (FMAP) funding and 2023 Minnesota Legislature appropriated funding. These include grants for Home and Community-Based Services (HCBS) provider capacity expansion grants in rural and underserved areas, workforce capacity grants for New Americans, workforce development grants, research contracts for financing of long-term services and supports, and additional other projects as determined by needs. Responsibilities include:
Develop manage vendor grants and contracts
Manage contractor performance to assure compliance and performance outcomes
Provide support and technical assistance so that grantees and contractors may conduct their work and meet their goals
Provide ongoing technical assistance to new, potential, and existing partners and vendors
Providing education and engagement on funding opportunities, proposal development, program expectations and DHS contracting guidelines and expectation
Support the development and implementation of skills training to grant recipients and ensure vendor compliance
Qualifications
Minimum Qualifications
Three (3) years professional experience managing a variety of grants and contracts Experience must demonstrate the following:
Strong understanding of core grants and contract management standards and practices
Design and implementation of procedures, processes and/or workflows that supports accessibility and/or equity in the procurement process
Manage and evaluate a variety of contract types to ensure compliance with state and federal laws
Preferred Qualifications
Knowledge of Department of Human Services DHS policies, procedures, processes, rules and laws pertaining to services for older adults
Project planning and operations sufficient to organize projects with others, establish goals and timetables, organize project workflows, clarify mutual expectations, and evaluate results
Build consensus with multiple partners and develop working relationships with stakeholders and communities from a variety of backgrounds
Find innovative ways to modify and implement funding opportunities
Provide technical assistance
Understanding of the barriers, as well as opportunities, to information and access among various ethnic and cultural groups
Variety of experiences working effectively with others from different backgrounds and cultures
