Duties Summary
------------------
This position is responsible for administering and directing the daily operations of the State Historic Preservation Division, History and Culture Branch; the planning and budgeting of branch activities; overseeing branch staff to ensure standards are consistently applied and that established timeframes for review of work are met; assisting in developing and implementing preservation initiatives that promote housing security, economic development, as well as public infrastructure and services; and performing other duties as assigned.

Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
Recommended Qualifications:
Knowledge of
:
Must be familiar with all applicable federal and state preservation laws, regulations and standards. In particular, incumbent must demonstrate an understanding of the National Historic Preservation Act and Chapter 6E, HRS. Must also be familiar with burial laws and protocols and may be familiar with family protocols. Must also be familiar with Microsoft, GIS, and ArcView.
Skills/Abilities to
:
Establish and maintain effective working relationships with other agencies, professional or lay groups, public officials, and the general public, supervise and direct the statewide architectural preservation program; express ideas in a clear and concise manner and prepare clear and comprehensive reports. Proven ability to work with the Hawaiian community and other ethnic communities.
Recommended Education
:
A bachelor's degree in history, Hawaiian studies, ethnic studies, or a related field. A master's degree in history, Hawaiian studies, ethnic studies or a related field is preferred.
Recommended Experience
:
Six (6) years of experience conducting historic preservation reviews and a demonstrate record in historic preservation work (programs/Traditional Cultural Place nominations, HRS 6E reviews, NHPA Section 106 consultations, evidence of working with ethnic communities--particularly the Hawaiian community, burial sites, archaeology or architectural preservation).
Additionally, two (2) of the six (6) years of experience should include work of a supervisory nature, such as directing and managing the operations of a work team, project planning and workflow distribution, budgeting and project evaluation.
License Requirement
:
Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
Must meet National Park Service Professional Qualification Standards for History as defined at 36 CFR 61.
Special Requirement
:
Must be able to read and write English proficiently. Preference given to those who can read, write, and speak Hawaiian.
Quality of Experience
:
Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.
