Job ResponsibilitiesThe South Carolina Office of the Comptroller General is seeking a Human Resources Director in our Administration Division responsible for providing direct oversight for all aspects of human resources to include: recruitment/retention, classification, compensation, employee relations, organizational development, benefits administration, payroll, and policy development.Job Duties:

  • Provides sound strategic advice and guidance on all human resources issues to the agency\'s leadership. Develops and administers policies and procedures that align with strategic goals. Provides training and guidance to ensure the agency is practicing cutting edge human resources practices. Ensures human resources management systems are continuously examined and improved.
  • Plans, develops, and directs the major operational components of the human resources function to include employment, recognition programs, benefits administration, payroll, Equal Employment Opportunity/Affirmative Action, and various compliance areas such as workers\' compensation. Oversees the day-to-day operational activities of the HR office and troubleshoots problems as needed. Liaises with the Division of State Human Resources as required to determine the appropriate resolution to human resources requests and issues.
  • Manages and directs the employee relations function to ensure investigations are researched thoroughly and recommendations are sound and within policy. Promotes and supports a positive and effective work environment that produces collaborative communication.
  • Manages and directs the employee and organizational development functions. In conjunction with management and staff, forecasts human resource development needs and advises executive management of all identified needs. Delivers or coordinates the delivery of all employee development activities ensuring the agency\'s workforce is properly developed.
Minimum and Additional RequirementsA bachelor\'s degree and at least five (5) years of experience in human resources management programs at the generalist level. A master\'s degree in human resources may be substituted for up to two (2) years of relevant experience.Preferred Qualifications
  • Knowledge of principles and practices of human resources management.
  • Knowledge of human resources policies and procedures and agency policies and procedures. Knowledge of federal laws and state regulations affecting human resources management. Knowledge of management and organizational concepts.
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze needs and resources and to recommend and communicate solutions effectively.
  • Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
  • Knowledge of SCEIS/SAP
  • PHR/SPHR certification
