Minimum Qualifications Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description Under the direction of the Workforce Development and Talent Acquisition Manager, the Human Resource Specialist 2 will be responsible for developing and coordinating OPWDD statewide talent acquisition activities. OPWDD is seeking someone that is highly motivated, self-starter that can operate independently and autonomously to effectuate the recruitment plan for the agency.
The Human Resource Specialist 2 duties will be responsible for but not limited to the following:
- Develop and implement innovative talent acquisition strategies for difficult to recruit for direct care and clinical titles.
- Develop and implement strategies to track and evaluate effectiveness of advertising and recruitment efforts statewide.
- Develop and oversee implementation of social media recruitment efforts by partnering with internal stakeholders (PIO, fiscal, etc).
- Work collaboratively with OPWDD\'s Public Information Office (PIO) to coordinate preparation and dissemination of materials.
- Collaborate with the Regional Directors to establish procedures and templates that can be used throughout OPWDD in recruitment and onboarding practice.
- Establish onboarding metrics to measure the onboarding process and work with the regions to determine how to capitalize on best practices and take steps to make improvements where needed.
- Provide reports and analysis as needed to determine efficacy of existing recruitment processes.
- Participate in recruitment forums to ensure OPWDD is utilizing best practices.
