Definition

Under general direction, provides specialized work in the areas of human resources compliance, safety training coordination, new hire onboarding and employee development; may assist Human Resources management with employment, benefits and related matters and other special projects.

Examples Of Duties

Coordinates human resources compliance training and ensures the methods of delivery are catered to the needs of each department.

Identifies opportunities and areas for improvement with regarding to training and makes recommendations for employee development.

Reviews existing training programs; suggests enhancements and modifications to improve engagement, learning, and retention and/or to meet the changing needs of departments.

Ensures training materials and programs are current, accurate and effective.

Oversees and administers the new hire onboarding process.

Works collaboratively with the Risk Management Division to identify, coordinate and facilitate the delivery of safety training to employees, including working with outside vendors.

Provides support for recruitment and employment-related matters as assigned.

Provides support for benefits administration as assigned.

Prepares, generates and analyzes ongoing and ad-hoc special reports in support of department goals and objectives.

Qualifications

Bachelor\'s degree from an accredited college or university in human resources, business administration, public administration or related field and three (3) years of experience in human resources or related field; or an equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the required work in this position.

Obtain SHRM-CP or PHR certification within first two years of appointment and maintain throughout the duration of employment.

Must pass a background investigation as prescribed by the City.

Possess and maintain a valid driver\'s license throughout duration of employment.

Knowledge and Skills

  • Effective human resources practices as they relate to a diverse and complex public organization.
  • City administrative policies and state and federal laws impacting the work performed.
  • Principles and practices of employee development, recruitments, employment and benefits administration.

  • Developing, analyzing and assessing training programs.
  • Evaluating departmental and organizational needs.
  • Planning, coordinating, and carrying out complex projects.
  • Using Microsoft Office Suite software, including Excel, Word, PowerPoint and Outlook, and media equipment, such as projectors, televisions and personal computers.
  • Planning and conducting surveys.
  • Interacting and collaborating with others in a variety of professional settings.
Ability to:
  • Develop effective working relationships with employees, management, outside individuals and groups.
  • Communicate effectively, both orally and in writing.
  • Make public presentations.
  • Multitask and use time, materials, and staff resources effectively and efficiently.
