If so, become a Business Analyst for the State of Vermont.The Agency of Digital Services (ADS) is seeking an Business Analyst to join our Enterprise Project Management Office (EPMO). (Why a BA you ask? Because our topic of conversation is focused on requirements of a technology solution meeting the needs of the business.) The EPMO is a centralized division comprised of Project Managers and Business Analysts providing a range of services to partner with Agencies across the State of Vermont.This position is predominately focused on Projects supporting the Department of Vermont Health Access (DVHA). Currently we are also able to offer a five-day remote-work schedule with a mandatory day in the office once a quarter.Other examples of work include:

  • Identify and establish scope and parameters of business analysis on a project-by-project basis to define project impact, outcome criteria, and metrics.
  • Gathering user requirements via interviews, workshops, questionnaires, surveys, site visits, workflow storyboards, scenarios, and other methods.
  • Work with stakeholders and project team to prioritize collected requirements.
  • Analyze and verify requirements for applicability, consistency, comprehensibility, feasibility, completeness, and conformity to standards.
  • Translate conceptual user requirements into clear, detailed functional requirements.
  • Create process models, specifications, diagrams, and charts.
  • Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.
The ideal candidate is self-motivated, able to work under moderate pressure to meet deadlines, is customer service oriented, and has excellent verbal and written communication skills. The candidate is proficient in the use of MS Visio as well as project and software development tools such as Azure DevOps, Jira or CA Clarity. The candidate brings a working understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the Agile Manifesto and scrum techniques, and has experience successfully applying those standards in a variety of project frameworks.Who May ApplyThis position, Information Technology Business Analyst II - Limited Service (Job Requisition #50852), is open to all State employees and external applicants. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary.
