Job Description


Position Information

The Office of Sustainability and Environmental Management (OSEM) within the is seeking an experienced Infrastructure Engineer Plan Reviewer to review development plans for completeness and concerns related to stormwater capacity design and flood risk.

Specific duties include:

Reviewing developer plans, complex LDA plans, and internal County CIP plans and permit applications for compliance within the Arlington County Stormwater Master plan, RAMP, flood resilient practices, County and State codes and ordinances, and Federal floodplain regulations;

Accessing PCSWMM models and their output, databases of flooding complaints, drainage complaints, floodproofing reports, conveyance system inventories, maintenance records, cctv videos, publicly available flooding databases, flow monitoring data, air photos, and records where available;

Researching and developing opportunities to promote activities for improvements to the public stormwater conveyance system;

Identifying and performing corrective actions in order to prevent existing, known, and projected/modeled drainage problems from being exacerbated in order to reduce the need for increased funding to correct such problems;

Performing deed research, as needed, and reviewing plans, deeds and agreements;

Documenting and explaining review comments and flood mitigation practices to developers, contractors, citizens, and Arlington County agencies via public meetings, virtual meetings/telephone calls, as well as written comment letters/emails/reports;

Tracking plans reviewed and performance statistics in order to report to leadership; and

Recommending improved review processes, regulations, ordinances, and policies.

The ideal candidate for this role will be able to collaborate effectively with team members as well as be a self-directed problem solver with a demonstrated understanding of the complexities and challenges of stormwater management systems. They will also possess excellent communication and customer service skills, have the ability to manage workloads, and demonstrate mindfulness of continuous review deadlines.

This position is part of a multi-grade career ladder from junior through senior and the overall annual salary range is $76,377.60 - $140,462.40. Individuals appointed to positions can progress through each level based on a combination of education, experience, and the achievement of competencies.

Selection Criteria

Junior Level - Engineer I:

Bachelor\'s degree in Civil Engineering or related field from an accredited college or university; and

No experience required.

Journey Level - Engineer II:

Bachelor\'s degree in Civil Engineering or related field from an accredited college or university; and

Significant professional-level engineering experience post Bachelor\'s OR Considerable professional-level engineering work experience post-Bachelor\'s and at least 1 of the required certifications (see below).

Senior Level - Engineer III:

Bachelor\'s degree in Civil Engineering or related field from an accredited college or university; and

Progressively responsible and significant professional-level engineering work experience post Bachelor\'s OR Significant professional-level engineering work experience post-Bachelor\'s and at least 2 of the required certifications (see below).

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master\'s Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with a Master\'s Degree in Civil Engineering or a related field and experience in one or more of the following:

Using AutoCAD and PCSWMM or other stormwater analysis software;

Reviewing stormwater plans for compliance with County/State codes and ordinances, Federal floodplain regulations, and engineering best practices; and

Designing and reviewing stormwater conveyance systems (including performing hydrologic computations).

Possession of one or more of the following Certifications/Licenses is preferred:

Professional Engineer (PE) License or Engineer in Training (EIT) Designation;

Project Management Professional (PMP);

Certified Floodplain Manager;

LEED Green Associate or Accredited Professional (AP); and

DEQ Combined Administrator (either Erosion and Sediment Control or Stormwater Management).

Special Requirements

The following licensure, certifications, or trainings may be required based on assignment for Engineer II to III Level:

Professional Engineer (PE) Licensure or Engineer in Training (EIT) Designation;

Project Management Professional (PMP);

LEED Green Associate or Accredited Professional (AP);

Envision Sustainability Professional (ENV SP);

Certified Floodplain Manager;

DEQ Combined Administrator (either Erosion and Sediment Control or Stormwater Management);

OSHA 30-hour General Industry course;

Safety Inspection of In-Service Bridges;

Arlington County Project officer + VDOT Advanced Work Zone Traffic Control; and

40 hours approved training in FHWA, VDOT, NACTO, ITE or UVA - TTA.

Driver\'s License: The applicant must possess, or obtain by time of appointment, a valid driver\'s license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant\'s driving record.

Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Additional Information

Work Hours: Flexible work schedule Monday through Friday between 7:00 a.m. to 6:00 p.m. with telework opportunities upon prior approval of the supervisor. The employee must be able to travel and attend occasional local, state, and national events, some of which may be outside regular working hours.

Employees that are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.

The official job title will be either Engineer I, II or III.

Salary ranges (Annually):

Engineer I: $76,377.60 - $116,604.80

Engineer II: $81,619.20 - $124,737.60

Engineer III: $91,998.40 - $140,462.40
