Overview:PURPOSE STATEMENT:
The Integrity Program Manager will oversee the Companyxe2x80x99s statewide Integrity Programs. This role will develop, implement and manage the (DOT) Integrity Management Program (IMP), the Distribution Integrity Management Program (DIMP), and the Pipeline Public Awareness Program (PPAP). The Integrity Program Manager will ensure consistency in statewide DOT compliances and will interpret and effectively communicate all existing and proposed DOT regulations and requirements. Responsibilities:ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Responsible for developing project plans for maintenance and repair work related to gas transmission, distribution and supply lines as it pertains to compliance with the IMP and DIMP programs including:
  • Understanding, recognizing, and reducing integrity threats to the transmission and distribution (T&D) system.
  • Profiling and identifying risks alongside the entire T&D system and developing mitigation plans and courses of action to eliminate or reduce risks.
  • Participation in selection of integrity assessment methods to be utilized in determining the mechanical integrity of the transmission and distribution systems.
  • Updating, maintaining, and improving the risk database for the IMP and DIMP programs.
  • Continuously improving regulatory compliance programs to improve integrity of T&D system.
  • Coordinating and project planning required assessments (ILI and other methods.)
  • Gathering data, documenting, and submitting all required reports to maintain compliance with the TIMP and DIMP programs.
  • Develops, implements and manages the Pipeline Public Awareness Program (PPAP) and serves as Chair of the Companyxe2x80x99s PPAP committee.
  • Responsible for implementing and managing multiple programs and collaborating with necessary stakeholders. Programs include but are not limited to: Damage Prevention Program, OQ Program, CRM Program, LNG Compliance Program, PHMSA Compliance Program, Tank Management Program (TMP).
  • Participates in the Hawaii One Call Center (xe2x80x9cHOCCxe2x80x9d) Advisory Committee and engages as a liaison between committee and Company.
  • Responsible for submitting PUC reports for excavation damages and must submit monthly, quarterly, and/or annual regulatory reports as required by the PUC.
  • Gather data, prepare and submit the annual DOT reports for statewide Distribution systems and Transmission Pipeline.
  • Responsible for tracking and finalizing operation management changes to the Operation & Maintenance Manuals and Operator Qualification Plans as required.
  • Drafts all new O&M procedures as required by PHMSA Federal Regulations. (Transmission/Distribution/Emergency Management)
  • Manages T&D annual review & proposed revisions and the Design & Construction manual. Tracks compliance with DOT Office of Pipeline Safety requirements (including Liquid Hazardous Pipelines) for all systems statewide. Inform all Business Units of due dates and requirements. Serves as SME for DOT regulations. Conducts consistent, periodic internal audit of each islandxe2x80x99s records to ensure proper documentation as required by DOT regulations are being kept. Includes LNG/CRM/TMP.
  • Responsible for coordinating and acting as primary point of contact for annual Department of Transportation (DOT) audits of the programs. Serves as the Companyxe2x80x99s liaison with DOT inspectors.
  • Performs analytical work using computer software programs such as MS Excel, MS Access, SynerGEE. Utilizes Geospatial Information Systems (GIS) for inspection, maintenance and repair operations. Prepares project plans in Primavera, MS Project or similar software and develops detailed cost estimates as required.
  • Practices and communicates the Companyxe2x80x99s Desired Leadership Style.
  • Keeps abreast of proposed changes to regulations relating to this activity and identifies impact to the Company.
  • Assists with developing necessary action plan(s) to comply with new/revised regulation(s).
  • Demonstrated technical and analytical competence to understand and interpret federal and state regulations regarding activity, and innovative skills to evaluate and resolve compliance issues and problems.
OTHER FUNCTIONS/RESPONSIBILITIES:
  • Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
Comply with all applicable Hawaii Gas policies and procedures. * Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
  • Assists in the many other aspects of regulatory compliance, e.g. Tariffs, Utility Reports, security access requirements for various agencies.
  • Conducts accident and incident investigations as required.
  • Performs all other related duties as instructed by supervisor/manager.
Qualifications:Required Education and/or Work Experience:
  • Bachelorxe2x80x99s degree in mechanical or civil engineering
  • 7+ years successful in-field experience in the liquid or gas pipeline industry with good working knowledge of operational assets and general business philosophies and practices.
  • 5+ years of project manager experience.
  • Good working knowledge of CFR 49, Part 191 and 192, NFPA 54 and 58, gas sections of county plumbing codes, OSHA, and Company emergency response procedures.
  • Good working knowledge of applicable Federal, State and County regulations and Company policies and procedures impacting this activity.
  • In-depth knowledge of the Transmission line IMP, Distribution IMP and Public Awareness Program.
  • Proficient in basic Microsoft Office applications including Word, PowerPoint, MS Excel, MS Access, and MS Project.
Preferred Education and/or Work Experience:
  • Professional Engineer (PE) certificate helpful.
  • Working experience in a Union environment desired.
  • 5+ years supervisory experience.
  • Knowledge of county permitting processes and requirements, the National Electric Code, PUC rules and tariffs, customer information systems, service orders, and accounting systems is preferred.
