Salary: $5,713 to $6,949 per month (SR-24, Step D to I)
Hiring rates will be based on availability of funds, the applicant\'s qualifications, and other relevant factors.
Duties Summary
The Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.
The immediate vacancy position is located in the Medicaid Fraud Unit, Criminal Justice Division of the Department of the Attorney General. This position is vested with statewide police powers in accordance with Section 28-11 of the Hawaii Revised Statutes (HRS) and is authorized to carry and use firearms and ammunition. This position is responsible for independently performing investigations in a wide variety of criminal and civil fraud cases involving State Medicaid, medical, and health care programs such as Medicaid and Medicare. Investigations include suspected fraud and abuse by providers; complaints of abuse and neglect of patients, and other criminal cases such as homicide, assault, theft and criminal neglect. A majority of work time is spent conducting criminal investigations which involve interrogation of suspects, interview of witnesses, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests.
Minimum Qualification Requirements
To qualify, you must meet all of the following requirements:
Basic Education/Experience: Bachelor\'s degree from an accredited four-year college or university.
Specialized Experience: Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Quality of Experience: At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service.
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency\'s jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.
Investigator IV positions consist of the following types:
A. An investigator independently performing the full range of investigations within an agency\'s jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.
Selective Certification Requirement (Criminal Investigations Experience): In order to effectively perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of interviewing and interrogation techniques; proper investigative report writing techniques; rules of legal evidence; search and seizure laws; laws of arrest; techniques of and equipment used in surveillance; proper use of force, including deadly force; and the Hawaii Penal Code. Applicants must also be able to review and analyze financial and other written documents. In addition, applicants must possess thorough knowledge of and the ability to properly use firearms in the performance of their duties.
Therefore, certification of eligibles for this position shall be restricted to applicants who meet the educational and experience requirements for the class Investigator V, AND:
A. Meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition;
B. Are currently, or have previously been, qualified by a certified law enforcement firearms instructor to carry a department or agency issued handgun to perform his/her duties; and
C. Of the three and one-half (3-1/2) years of required Specialized Experience above, applicants must possess at least TWO (2) years of experience which involved conducting criminal investigations and demonstrated the actual application of the above specialized knowledge and abilities. For example, the criminal investigation experience must show the actual practical application of search and seizure laws, the laws of arrest and proper use of force including deadly force in the proper handling of evidence, and making lawful arrests.
The Criminal Investigations Experience above may have been gained concurrently as part of the required Specialized Experience, or in a separate capacity.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Special Requirements: This position requires that applicants meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition AND have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department or agency issued handgun to perform his/her duties. Applicants may not possess a conviction of domestic violence.
Driver\'s License: Applicants must possess a valid driver\'s license at the time of appointment.
Drug Testing: If selected for employment, applicants are required to successfully pass a pre-employment drug test which must be paid for by the applicant.
