Duties Summary


------------------


The Information Systems and Communications Office (ISCO) is responsible for the introduction and maintenance of electronic data processing systems that

allow the department to process and disseminate information in an accurate and timely fashion.



The position works with department and ISCO leadership to identify opportunities to improve information technology (IT), business process efficiencies, and

employee effectiveness with the use of technology. The position responds to requests from departmental or divisional sources to introduce new systems, or to enhance or to correct existing systems, and to incorporate it into a prioritized roadmap. The position is required to work independently or as a part of a team of division staff and vendors to: 1) evaluate requests and analyze the proposed or existing system and process; 2) solution out new or improved capabilities; 3) work with the divisions on matrixed teams to prove out and automate these capabilities; 4) provide assistance with project definition, requirements, and architecture documentation. The work assignments vary in complexity from the simple to the highly complex, which may require guidance and closer supervision by the supervisor. The incumbent's judgment and recommendations are heavily relied upon in making final decisions within any assigned task.



Minimum Qualification Requirements

Education:

Graduation from an accredited four (4) year college or university with a bachelor's degree, or equivalent experience which may be substituted on a year-to-year basis.



General Experience:

Possess four (4) years of progressively responsible administrative, professional or analytical work experience that provided basic competencies in an organization. An equivalent combination of general experience and education is accepted.



Specialized Experience:

Possess at least two (2) years of progressively responsible professional work experience in at least one information technology (IT) specialty area.



DESIRABLE QUALIFICATIONS

Professional experience in enterprise-class system implementations; Salesforce application architecture and key components, integration technologies; Infrastructure cloud and/or on-premise; Awareness of NIST 800-53 Moderate standard and implementation of controls; Salesforce Administrator certification; Cloud vendor certifications; and Security+ or equivalent.


Knowledge:

Technical expertise with knowledge in cloud-based technologies and concepts, cloud migration, scripting and automation, software development, and systems integration. Understanding of cybersecurity principles. Familiarity with CRM, Salesforce platform preferred, with knowledge of the Salesforce architecture and how to integrate 3rd party services with the platform. Working knowledge of IT processes, including Agile software development, ITSM, Devops, etc. Working knowledge of principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources.



Skills/Abilities:

Problem solving and innovation - the ability to think outside the conventional frameworks and develop innovative solutions that save time, reduce costs, and solve business and IT problems. Strong analytical and troubleshooting skills. Ability to analyze complex problems and design effective technical solutions. Ability to address complex issues and innovate within cloud environments. Analytical thinking - breaking down complex problems into manageable parts and systematically examining each component Decision Making - allow professionals to choose the best course of action from a set of alternatives. This involves not only identifying the most logical choice but also weighing potential outcomes and implications, a crucial skill in leadership positions where strategic direction is crucial. Requires investigative skills and the ability to communicate well with all levels in the department, both to other IS staff and to those managers and workers within the user group. This communication is both verbal and written and requires skills in negotiating and diplomacy. Requires analysis skills to understand the current processes, but moreover to the ability to devise ways to make those processes work better. Analysis skills also includes the ability to evaluate data logically, solve problems and draw logical conclusions. Planning skills and some financial awareness are also needed to estimate time and cost of development work. Basic oral and written skills along with being able to create standard data flow, entity relationship and other data processing diagrams to enhance documentation. Establishes and maintains effective working relationships with others.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
