This is a full-time permanent position within the Department of Health under the Executive Office of Innovation Technology.
Join our Enterprise Services team as an IT Business Analyst, where you\'ll play a pivotal role in implementing, managing, and supporting agency-wide enterprise systems and solutions. We\'re looking for a professional with a strong background in IT business analysis who thrives on providing technical leadership, conducting in-depth data analysis, managing software requirements, overseeing software testing, and engineering business processes.

Your ability to prioritize business needs, simplify complex requirements and identify solutions will have a significant impact on strategic business decisions. To be successful in this position you should have recent experience as a Business Analyst with demonstrated success applying testing methodologies, the SDLC, and business analyst best practices.

Responsibilities and Impact:

  • Serve as liaison between business stakeholders and technical staff to ensure business needs are clearly defined, understood, and documented.
  • Facilitate the gathering of requirements through interviews, workshops, consultations, site visits, surveys, and business process workflows.
  • Validate and verify business requirements for new and existing software applications.
  • Define acceptance criteria for technology solutions.
  • Provide SME level guidance to IT business analysts and testers on standard system/software development lifecycle processes, standard requirement documentation, cost estimate review, and tools.
  • Develop, review, and implement test plans, test cases, test reports, and testing schedules for software implementations.
  • Identify and determine the variance between expected and actual results of defect findings based on software requirements to ensure traceability of requirements.
  • Coordinate with technology staff across functional disciplines and business programs to develop and plan for the configuration, implementation and training for new releases and upgrades.
  • Provide information on improving data quality, system performance, and usability related to applications, interfaces, datasets, and databases.
  • Identify, report, and analyze IT risks and recommend mitigations and resolutions.
  • Prioritize and track maintenance and operational service requests.

The experience requirements outlined in Options 1-3 must have been gained through full-time equivalent employment.
Option 1: Eight (8) years of professional experience as a Business Analyst or in a Testing and/or Systems Development role. Of your 8 years of experience, the following criteria must be met:
  • A minimum of four (4) years of experience as a Business Analyst.
  • A minimum of two (2) years of professional experience as a Software Analyst, Quality Assurance Tester, or Software Developer.
Option 2: An Associate\'s degree and six (6) years of professional experience as a Business Analyst or in a Testing and/or Systems Development role.

Option 3: A bachelor\'s degree and six (6) years of professional experience as a Business Analyst or in a Testing and/or Systems Development role.

Desired Skills and Experience:
  • 4 years of experience as a Business Analyst
  • Bachelor\'s degree in computer science or closely related fields such as Business Administration, Mathematics, Engineering, or Informatics.
  • Experience working with Agile, or other iterative development methodology development methodologies.
  • Two (2) years of SQL Management Studio tools or equivalent.
  • Two (2) years of Software Testing
  • One (1) year of software training experience
  • Professional Certifications in Business Analysis
  • Experience with Lean practices

Work Location and Flexibility:
Flex/Hybrid - Our approach to work is flexible. You\'ll primarily work remotely with an occasional on-site presence at the DOH office in Tumwater, WA. We\'re extending our reach to include remote applicants from across Washington State, the Oregon/Washington border, and the Idaho/Washington border.
