Job Summary:

The City of Greeley IT Department is seeking professionals who are committed to primarily working with the Water and Sewer department on strategic projects through the end of 2026. This position will work with a group of committed employees, and other professionals who are dedicated to enhancing Greeley\'s leadership role in the Colorado water community.

Beginning in 2027 this role will be expanding to assist in planning and managing the development and implementation of small and large information systems for the City. They will also manage technology projects from inception and project definition to implementation and post-implementation operational support.

Experience, Knowledge, Skills:

  • Bachelor\'s Degree in Computer Science, Management Information Systems, Business Administration, Mathematics, or closely related field preferred.
  • Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
  • Knowledge of computer applications and information systems.
  • Project Management experience.
  • Five years of progressively responsible experience in the area of information systems, with two of the years in a supervisory capacity.
  • Demonstrated customer service skills in a business collaboration environment, preferred.
  • PMP certification from Project Management Institute (PMI).
  • Scrum certification from accredited organization preferred.
  • A comprehensive understanding of ITIL, Lean, and Agile practices and processes
  • Experience with municipal purchasing, budgeting and contracting.
  • Valid driver license.
Essential Functions:
  • Oversees all project management phases, such as project initiation, planning, execution, monitoring and controlling and project closure.
  • Manages and defines the scope of a project including integration opportunities, interface requirements, feasibility, costs, schedule projections, and risk analysis.
  • Develops and manages project teams, assigns resources, develops status reports and ensures compliance with requirements.
  • Communicates the implementation strategy to diverse groups of technical and non-technical personnel.
  • Responsible for maintaining customer expectations by delivering IT projects within the agreed-upon scope, schedule and budget.
  • Manages and prepares budgets and plans for all resources required for the projects, including personnel, equipment, applications, services, communications equipment, software and any ongoing systems support. Work with procurement teams to ensure project spending conforms to City procurement standards and guidelines.
  • Manages vendor(s) selection; manages contract negotiations. Monitors project budgets and plans, ensuring quality and timeliness of project deliverables; communicates issues and status as required for successful completion.
  • Coordinates transition of completed project to service operations support teams.
  • Must exhibit exceptional verbal and written communication skills.
Work Environment:
  • Subject to inside environment with protection from weather conditions but not necessarily from temperature changes.
  • Subject to driving City vehicle in all weather conditions.
  • May be asked to drive personal vehicle for business purposes.
  • Subject to working alone and/or with groups and/or attends meetings.
  • Extended periods of time at fixed workstation.
  • May be required to conduct business in alternate locations within City buildings or field sites; sometimes in formal settings.
  • May be required to work overtime, holidays, evenings, shifts, or weekends.
  • May have frequent interruptions; required to multi-task; inflexible deadlines.
  • May have frequent contact with the public--in person, via email/telephone--sometimes experiencing adverse or confrontational situations with internal/external customers.
  • Not substantially exposed to adverse environmental conditions--as in typical office or administrative work; work performed is sedentary.
  • Environment is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident.
Physical Requirements:
  • Occasional carrying/lifting light objects, crouching, feeling, fingering, reaching, standing, and walking; frequent hearing and repetitive motion; continuously sitting and talking; and frequent use of light objects and light hand tools.
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
  • Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
