This vacancy participates in a career progression group and may be filled from this recruitment as a IT Statewide Applications Developer 1 (TS-310), IT Statewide Applications Developer 2 (TS-311), IT Statewide Applications Developer 3 (TS-312) or IT Statewide Applications Developer 4 (TS-313) depending on the level of experience of the selected applicant. The maximum salary for the IT Statewide Applications Developer 4 is $89,960. Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree.
SUBSTITUTIONS:
1. An associate\'s degree in information technology will substitute for the baccalaureate degree.
2. Two years of experience or training in information technology will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.
3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

This is a full-time, on-site position in the Greater Baton Rouge area. This position will require on-call participation.
The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State\'s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Logistics modules of the State\'s ERP system (LaGov) which runs on the SAP R/3 software. This is a professional journeyman level position on the Logistics team in the Application and Data Management (AppDM) Section of OTS. The incumbent is a technical analyst on the Logistics team and must possess knowledge of the technical environment; configuration and programming required for the multiple functions of LaGov and must have the ability to relate this knowledge to the ERP Logistics component. Supervision is received by a general review from an IT Statewide Analyst, IT Statewide Application Developer or higher level authority.
Job Duties
Serves as a technical analyst which includes duties such as: designing, configuring, coding, testing and debugging moderately complex programs to meet customers\' business requirements; answering questions; providing assistance on system security; resolving database integrity and maintenance issues; making recommendations to solve system related issues and problems; overseeing the execution of critical periodic batch processes requiring on-call after hours problem resolution; working with customers to ensure data integrity and referring users to other groups as needed for training, etc. Works with OTS and vendor staff concerning application designs, problems and issues. Prepares estimates and schedules for assigned tasks and provide input into the development of work plans for projects; ensures successful completion with little supervision.
Assists in analyzing requests for changes to determine the impact on the system and all related programs and procedures. Defines technical approach for approved enhancements, develops technical specifications for proposed modifications and assists in the setting of priorities for the changes.
Assists in analyzing and testing new releases (which includes the primary application and complementary software, applications, tools and utilities) and changes.
This includes such things as: developing test plans, conducting and documenting tests, evaluating and recording the results to insure system functions properly.
Prepares for the implementation of new releases and changes by providing information required for revision of documentation, online help, training materials and user notifications; or assisting with the establishment of production schedules and monitoring tasks.
Develops and maintains technical and project documentation for current system as well as any new releases, changes or enhancements. This includes such items as: project schedules, checklists, team procedures, test documentation; system manuals, production run books, user procedure manuals, and training related information.
Identifies, investigates, and provides solutions to production systems problems. This involves working with the IT Statewide Manager, IT Statewide Analysts, IT Statewide Application Developer, and IT Statewide Associate Analysts in analyzing problems and issues, developing and evaluating alternatives to determine best solution and performing necessary technical functions required to eliminate problem source.
Participates in group meeting with other Analysts/Developers and/or OTS employees and Management. This involves discussions concerning new releases, potential change requests, problems with the applications, and establishing priorities for system changes.
Assists in planning and coordinating meetings with users and co-workers to understand business requirements and define technical approach, to demonstrate applications under development and to insure customer satisfaction and knowledge transfer. Provides assistance for effective utilization of systems.
Performs all other tasks, special projects, analysis, studies, and plans as directed. This can include working with agencies to develop special reports; performing special tasks required by the Commissioner, Deputy Undersecretary, and other DOA Deputy and Assistant Commissioners (e.g. - assisting in the preparation for system and performance audits, creation of special reports, working with the LaGov Control Agencies to provide support); assisting in the evaluation of the impact of changes to other systems and the agencies; and working on the development and installation of new applications or releases.
