Job SummaryThis is a newly developed position with a unique opportunity to work within our organization as well as with staff and students at local universities as a laboratory supervisor overseeing the per-and polyfluoroalkyl substances (PFAS) testing partnership program using liquid chromatography with tandem mass spectrometry (LC-MS/MS) through development, implementation and operational phases.Other responsibilities of this job are the oversight of total trihalomethanes (TTHM) analysis using gas chromatography-mass spectrometry and total organic carbon (TOC) analysis using a TOC analyzer, the laboratory quality assurance/quality control (QA/QC) program and the contract laboratory program. The laboratory supervisor is responsible for overseeing and coordinating the daily activities of a team within the lab division. This includes setting goals, motivating a team of chemists and environmental laboratory analysts, enforcing policies, managing schedules, and ensuring work is completed accurately in a timely and efficient manner with a focus on safety, policy, and regulatory compliance.Essential Job Functions

  • Interprets state and federal guidelines to ensure method compliance, maintains laboratory certification, reviews quality control measures, evaluates and implements testing methods and develops and maintains standard operating procedures for sample collection and analyses.
  • Supervises a team of laboratory staff to include assigning and monitoring work, providing direction and feedback, conducting performance appraisals and disciplinary actions, and ensuring staff is trained and have the necessary tools and information to perform their jobs.
  • Creates work schedules, organizes work processes and develops training plans for laboratory staff.
  • Oversees method development, training, sample analysis, maintenance and troubleshooting of laboratory equipment including complex, automated instrumentation.
  • Evaluates and develops quality control measures and reviews laboratory data to ensure all data meets regulatory limits, EPA and state protocols.
  • Oversees lead and copper sampling program.
  • Directs activities related to system-wide compliance and operational water quality sampling and analysis to include surface and groundwater systems.
  • Develops sampling and analysis plans for non-routine events including public drinking water supply emergencies and sanitary sewer overflows.
  • Creates, maintains, and submits internal and external reports, generates regulatory reports detailing monitoring activities, completes electronic reporting using various systems as required by the state of North Carolina.
  • Ensures proper record keeping of data and information using various platforms, monitors and conducts data entry activities, user access, and data security.
  • Works with treatment plant and system ORCs, other CFPUA personnel and customers.
  • Ensures laboratory, organizational, and OSHA standards for safety and training are being followed, conducts safety investigations, and implements changes, responds to laboratory chemical spills and accidents, and conducts accident investigations.
  • Ensures proper procurement, storage, and disposal of laboratory chemicals and supplies.
  • Acts as back-up to other laboratory supervisors in their absence.
  • Work includes supervision of staff and emergency response during off-shift days and hours.
  • This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
  • This position is required to work cooperatively in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
  • This position is responsible for creating a culture of belonging and inclusion.
  • This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
  • This position is responsible for ensuring compliance with all CFPUA policies and procedures.
  • This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
  • Makes recommendations that impact the budget.
  • Accounts for inventory and/or property.
  • Performs other related job duties as assigned.

  • Bachelor\'s degree in biology, chemistry, environmental science, or related course study.
  • Two (2) years of professional laboratory work experience preferably in a managerial role such as laboratory supervisor, laboratory manager or related work field.
  • Understand EPA and the State of North Carolina regulatory requirements pertaining to environmental laboratories.
  • Ability to perform instrument maintenance and troubleshoot problems with laboratory equipment and test methods.
  • Possess a strong understanding of environmental laboratory procedures.
  • Strong communication, organizational and problem-solving skills.
  • Familiar with Microsoft Office and comfortable with other computer programs.
  • Certification for at least one or more of the following is preferred: Wastewater Lab Analyst, drinking water total coliform analysis; drinking water chemistry analysis; wastewater or water operator certification.
  • Possession of or ability to readily obtain a valid State of North Carolina driver\'s license.
