The Leidos Innovation Center (LInC) Intelligent Sensors Branch has an opening for a Lead Program Manager to support a variety of government R&D projects focused on servicing customers such as DARPA, IARPA, DTRA, and DHS within the technical fields of Chemical, Biological Radiological / Nuclear (CBRN), Acoustic, Seismic, Magnetic (ASM), and/or Electrooptical/Infrared (EO/IR) sensor platforms, as well as OSINT collections and analysis platforms. To be successful in this role, the candidate should be able to break down high level tasking into specific work requirements, influence the development of solutions that impact the strategic project goals and drive the development and implementation of processes, policies, standards in support of the project execution and business operations. Additionally, the candidate should be able to understand multiple complex and deeply technical disciplines relevant to the project and be able to task junior staff, in coordination with and direction from the principal investigator / technical lead, to support stated work requirements. Finally, the candidate must be capable of compiling technical developmental results into various reporting formats, consolidating said findings into salient business relevant discussion points, and communicate said outcomes to both technical and non-technical audiences while simultaneously serving as the primary point of contact for the project with the contract and finance staff.

We are looking for a Lead Program Manager with extensive experience running small to moderate sized teams executing advance research and development work with the U.S. Government. This candidate will join a team of Ph.D.-level peers in designing and developing advanced technology solutions and execution projects in a timely and efficient manner. The innovative technical solutions delivered to customers advance the state of the art while addressing long-term problems of importance to national security. Candidates should have successful, proven, and demonstrable experience leading cross-discipline teams, using Agile methodology and practices, in the development and integration of software-based solutions for competitive, contract-based applied research programs.

The ideal candidate will also have experience supporting development of competitively sourced proposals including the both the technical and programmatic content. The candidate will also have experience in managing projects comprised of teams from industry, small businesses, and academic-based partners for contract R&D programs and supporting teams of research scientists (including research scientists with backgrounds in machine learning, artificial intelligence, and embedded systems) in program execution and process management.

The candidate will collaborate with teammates across the organization, bringing diverse capabilities together to support contract research and development projects, both leading and sometimes working under the guidance of fellow staff. The candidate will be expected to take on the challenges of processing, interpreting, and analyzing large volumes of data and distilling into relevant metrics that can be used to assess the team\xe2\x80\x99s execution velocity and quality.

The Challenge:

  • Formulate, suggest, and manage complex data-driven development projects involving technical sensor data and modern ML architectures
  • Develop, maintain, and execute business processes to manage project execution.
  • Lead business processes around contract management, execution, and deliverables including managing customer deliverables, project budget, and working with contracts staff to maintain relationship with potential subcontractors.
  • Provide oversight of junior staff developmental efforts from a programmatic perspective, keeping the principal investigator and/or technical leads informed as to project status and any potential risks and recommending potential mitigations.
  • Producing and communicating reports that summarize technical results to a non-technical audience
  • Staying up to date with current state-of-the-art technical methods and supporting strategizing about employment of these methods to current / future R&D projects with the rest of the technical staff.
  • Working collaboratively across the company, to gather information and ensure that the project is utilizing best practices as identified by Leidos.
What Sets You Apart:
  • Bachelors degree in science (physical sciences, data science, or computer science) or engineering (Mechanical, Electrical, Software engineering) with 12+ years of direct experience managing programs involving data-science / machine learning methods applied to technical sensor data including CBRN spectral sensors, EO/IR imaging sensors, and acoustic/seismic/magnetic sensors.
  • Familiarity with python toolsets (pandas, matplotlib, TensorFlow, PyTorch) and office suite (Word, Excel, PowerPoint, etc.) to be able to work with programmatic data and compile into technical reports.
  • Must be a U.S Citizen and be able to obtain a Top Secret security clearance.
You\xe2\x80\x99ll really WOW us having one or more of the following:
  • M.S. in the physical sciences or engineering (e.g., Physics, ME, EE, computer science, software engineering, etc.)
  • Experience running sensor-based development projects, especially those that involve spectral sensors and/or object detection algorithms
  • Experience managing projects that involve large amounts of textual and/or sensor data especially those that utilize downstream processing algorithms to contextualize and visualize the data in ways that are useful to non-technical audiences
  • Ability to relay technical insights to non-technical audiences, both in verbal and written formats
  • Desire to work in a collaborative team environment utilizing agile methodologies
  • Demonstrable history of working on Government R&D projects, especially supporting DHS CWMD, that requires flexible/adaptive and rapid response to government requests

Pay Range: Pay Range $105,300.00 - $162,000.00 - $218,700.00
