CONDITIONS OF EMPLOYMENT

• As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid\'s substance abuse policy, including random drug and alcohol testing.

POSITION PURPOSE: To protect the integrity of City of Enid water supply by ensuring the water production facility is well maintained and operating efficiently, and that repair and maintenance costs are minimized through the effective utilization of a preventive plant maintenance program.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

• Perform daily treatment and pumping operations as required by D.E.Q.
• Operate crane to pull and replace well pumps.
• Identify and mix chemicals to balance well water test results and meet water quality standards.
• Replace valves, piping, and repair leaks in wells, water plants, and underground utilities.
• Trouble shoot electrical and system problems in wells and water plants.
• Use maps, markings, and historical markers to locate water lines for contractors.
• Repair chlorine and flouride feed systems.
• Use computers to control wells and plants.
• Operate backhoe to facilitate repairs, operate mowers, and perform concrete patch repairs.
• Maintain detailed records of repairs made and chemicals used.
• Work with hazardous chemicals such as chlorine and hydrochloric acid.
• Collect water samples twice daily and test fluoride and chlorine levels.
• Operate control mechanisms to turn on/off wells daily as needed.
• Weigh chemicals and adjust flow daily to flow of water.
• Maintain, repair, and lubricate treatment plants and water wells.
• Maintain treatment plant grounds by mowing and weed eating fields as needed.
• Clean, sanitize, and perform custodial services at water treatment plants.
• Check inventories and order chemicals as needed.
• Provide assistance to other departments as needed.
• Perform other duties as required.

• The Water Services division runs smoothly and efficiently.
• Premises are neat and orderly and free of debris.
• A preventive maintenance program is developed and followed resulting in lower repair costs.
• Adequate records are accurately recorded and organized in an efficient manner.
• Effective working relations exist with City personnel.
• New employees are well trained and assisted. Management is appropriately informed.
• Employee understands and adheres to applicable safety policies and sets examples for other employees.
• The City\'s professional reputation is maintained.

QUALIFICATIONS EDUCATION/EXPERIENCE:
High school diploma of general education degree (GED); or six months related experience and or/training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:
D.E.Q. class D Water License (within 3 months).
D.E.Q. class C Water License (within 18 months).
Confined Space Certification (within 3 months).
Protective Respirator Equipment Qualification (within 3 months).

REQUIRED KNOWLEDGE:
Working knowledge of D.E.Q. rules and regulations on well field and plant operations.
Know water testing procedures in plants and well fields.
Knowledge of hazardous chemical safety.
Working knowledge of water repair parts and proper repair procedures.
Mechanical-Knowledge of machines and tools, including their designs, uses, repair, and maintenance.

SKILLS/ABILITIES:
Capable of reading volt and amperage meter.
Ability to understand basic operational procedures.
Ability to prioritize tasks.
Awareness of safety rules and regulations when handling hazardous chemicals.
Use lab equipment such as pipettes and colorimeters to test for chlorine.
Ability to use power tools, dump trucks, and valve operating equipment.
Proficient computer application skills.
Handle multiple tasks simultaneously.
Ability to assist and support others.
Able to operate telephone, PC, copier, and other basic business machines.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY:
Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:
Normal vision, with or without corrective lenses.
Color vision.

PHYSICAL STRENGTH:
PDC Level: Very Heavy Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day); exert push/pull force of 150 lbs. Extensive physical activity required performing strenuous daily activities of a mechanical nature. Frequent standing, over the head reaching and lifting, twisting, carrying, climbing, and balancing required. Frequent bending, stooping, crouching, and crawling required.

LANGUAGE/COMPREHENSION:
Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.

REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

MATHEMATICS ABILITY:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

WORK SCHEDULE/HOURS:
Regular - 8 hour shift, typically 7:30 a.m. to 4:00 p.m., Monday - Friday.
24-hour call, nights and weekends, as needed.
Overtime as required.
Must be available to work weekends and holidays as required for operation of the plant.
Other - Variable lunch period and breaks in coordination with other office personnel.

WORK CONDITIONS:
Outdoors exposed to changing weather conditions (for instance, rain, sun, snow, wind, etc.)

NOISE LEVEL:
Very loud. Ear protection required.

OTHER WORK CONDITIONS:
Work in high traffic areas.
Occasional exposure to vibration.
Risk of electrical shock.
Frequent exposure to air contamination, toxic, or caustic chemicals.
Involves contact with potentially hazardous materials.
Frequent exposure to fumes, airborne particles, toxic or caustic chemicals.
Work near moving mechanical parts.

ADVANCEMENT CRITERIA: INTERMEDIATE
4-6 years related experience.
Class C Water License.
Valid Confined Space Certificate.
Trench rescue training.
Valid CPR certification.
Class B CDL

ADVANCED
7+ years related experience.
Class B Water License.
Class A CDL.
Associate\'s Degree or equivalent in related field.
Ability to fill in for foreman/supervisor for short periods of time.
