The Local Government Division (LGD) partners with local governments, nonprofits, and others to strengthen the ability of all forms of local government and community based organizations to fund and develop critical services to their citizens. The division provides leadership in local government finance and statewide infrastructure initiatives that help create and retain jobs. We also provide grants, loans, and planning and technical assistance to local governments for community development needs, infrastructure improvements, and economic development opportunities.

The Management Analyst 4 position within the Community Capital Facilities (CCF) Unit. CCF provides capital grants to non-residential community facility projects through a variety of programs. This position is responsible for professional project management analysis and oversight of the activities including developing studies, needs assessments, operations activities and performance management for the Behavioral Health Facilities (BHF) Program. This position coordinates, researches, and analyzes program data, legislative affairs, accountability systems, and communications for unit programs and agency managers at all levels. This position also manages the development and analysis of datasets, data narrative and visualizations to produce complex reports, track and monitor geographic project distribution, services anticipated to be provided, bed capacity, anticipated completion date, occupancy data and data compilations across a diverse portfolio of the behavioral health program.

Duties

The Management Analyst 4 will work closely with behavioral health providers, community hospitals or other community providers interested in the BHF program. The position will consult health care authority, department of social and health services, and other entities to facilitate linkages among disparate behavioral health community bed capacity-building efforts. Here are some of the duties performed in this role.

Data Systems Project Management Oversight

  • Assist with relevant legislative request and reviews by collecting and utilizing a variety of data to perform analysis, evaluate options, and produce reports and other research products to identify increase in behavioral health facilities.
  • Prepare program/project proposals, monthly summaries and quarterly reports by compiling and maintaining data resources for behavioral health providers and facilities.
  • Plan, coordinate, and convene meetings with Behavioral Health stakeholders to present findings, gather input, engage in discussion and guide development of findings and recommendations.
  • Establish benchmarks, milestones, and a timeline for Behavioral Health Facilities funding processes.
  • Make technical recommendations and presentations on projects, programs, policies, and plans to behavioral health providers, including Behavioral Health Administrative Service Organizations.
  • Compose website content and briefing documents to explain the Behavioral Health Facilities program and status to the public, policy makers, legislators, and stakeholders.
  • Coordinate outreach to eligible behavioral health providers for upcoming funding availability.
  • Manage the stakeholder involvement process: identify, plan, coordinate and convene
stakeholder groups, and direct stakeholder processes to fulfill legislative and agency mandates; define problem statement and refine scope of work through a facilitated process, and determine expectations for group involvement; and review, edit, and assist with the preparation of documents and fact sheets for stakeholder communication. * Lead and develop scope, methodology, benchmarks, milestones and timetable to ensure research projects are completed on time.
Performance Systems Management, Measurement and Improvement
  • Use current and emerging technology to create data visualizations and develop data
dashboards to effectively communicate results to senior leadership, policy makers and the public. * Adjust data management strategies and reporting metrics with feedback from stakeholders, management and subject matter experts facilitating process improvement and accurate reporting.
  • Provide regular updates to unit manager and staff on work of behavioral health initiatives.
  • Identify problems, analyze and evaluate operating deficiencies or difficulties for behavioral health applicants.
Technical Assistance and Cross-Agency Collaboration
  • Identify needed technical, professional or consulting assistance from awardees of the
behavioral health facilities program. * Respond to data request on building a behavioral health facility. Identify opportunities; inform decision-making that demonstrate successful facility project management.
  • Participate in interagency behavioral health workgroup, activities that align with the duties of this position.
  • Respond to data requests on behavioral health to help evaluate success, identify opportunities, inform decision-making and demonstrate results of community-based behavioral health facilities.
Qualifications

Required Education:
  • A Bachelor\'s degree in business administration, public administration, law, public health, health administration, or a related field (professional level experience may substitute year for year for the degree).
Required Experience:
  • Four years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
  • Demonstrated experience and ability in the following:
  • Overseeing complex multi-stakeholder processes
  • Developing, implementing, and monitoring projects or portions of projects
  • Independently determining and prioritizing workload, meeting reporting deadlines with a high degree of accuracy
  • Interacting effectively with a diversity of unit staff, clients, stakeholders, legislators and legislative staff, and other governmental officials.

Preferred/Desired Qualifications:
  • Experience with and knowledge of Washington State behavioral health funding and systems.
  • Experience analyzing legislative activities in government, nonprofit, and for profit agencies.
  • Demonstrated technical/knowledge and aptitude of state legislative and capital budget processes and capital contracting and financing.
  • Experience with public presentations and complex stakeholder participation processes.

Work From Anywhere In Washington State
This position may be located anywhere within Washington state though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
