Homeless Management Information System (HMIS) Analyst

An Overview
The Management Analyst I provide support and training to Homeless Management Information System (HMIS) end users to ensure appropriate usage and access to HMIS system. Major areas of responsibility are generally carried out through training
staff/providers, providing end user support, data entry and data clean up. Assists the Office of Community Services (OCS) management staff to improve efficiency and effectiveness of operations through maintaining responsibility for special projects and on-going tasks related to such management functions as short and long-range planning, program evaluation, program development, performance measurement,

What You Should Bring
The candidate must have strong communication and writing skills. Ability to clearly and concisely lead training sessions persuasively for technical and non-technical audiences. Must have excellent customer service/interpersonal interaction skills, including the ability to work collaboratively with others. Knowledge and background with HUD HMIS Data & Technical Standards. Proficiency with HMIS software products, especially Bowman Systems\' ServicePoint database and reporting tools. Training in the field of information technology. Comprehension and skilled with common internet web browser interfaces. Ability to perform the tasks of the position independently and to make decisions, especially in the absence of the supervisor. Ability to maintain effective working relationships.
The Opportunity

  • Assists and provides customer support via telephone, email and webinar to resolve data collection/evaluation, functionality and software usage issues.
  • Develops comprehensive HMIS training curriculum and facilitates provider training and consultation.
  • Develops and trains Agency Administrators and ensure compliance with HMIS policies and procedures.
  • Creates, conducts and records webinar trainings for future use and updates all trainings in compliance with HUD and State requirements.
  • Trains end users in Standard HMIS operating procedures, HMIS software features, client privacy and consent policies and procedures & report generation.
  • Provides data quality control and reviews all data quality reports for end users and homeless service programs entering data into HMIS, which includes at a minimum 25 programs.
  • Participates in the Partnership to Prevent and End Homelessness, chairing the Data Subcommittee and providing technical support to other committees including data collection, evaluation, and analysis.
  • Conducts annual HMIS audits of HMIS user agencies by reviewing physical location, equipment, and virtual security for compliance with HMIS workstation requirements.
  • Remains current on all HUD HMIS data standards and definition updates, HMIS reports (including Housing Inventory Chart, Point-in-Time Count, Annual Performance Report, and Annual Homeless Assessment Report), and updates to software and privacy policies. Disseminates said updates to staff and providers.
  • Assists HMIS Lead, CoC Lead and Director with ad hoc tasks and projects such as report writing and data analysis activities.
  • Performs related work as required.
About the Department
The Center for Economic Support provides programs and services for Public Benefits, Community Services, Employment and Training. Our mission is to provide direct services to City of Alexandria residents in need of temporary assistance with food, shelter, employment and State medical assistance as they strive toward self-sufficiency.

Minimum & Additional Requirements

Four Year College Degree in public or business administration, and one year of experience in management analysis, customer services resolving end-user problems, or a closely related field, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

At least two years of experience in collecting, analyzing, interpreting and preparing data to evaluate programs and community needs. Skilled in Microsoft Office (Access, Excel, Word, PowerPoint). Knowledge of relational databases and statistical software. At least one year of experience in the field of information technology. At least two years of experience creating and administering training presentations for software end users. At least two years of experience analyzing, interpreting and reporting complex data elements.

This position requires the successful completion of pre-employment background checks including but not limited to: Criminal Records Check, VA State Child Abuse/Neglect Registry, Medicare/Medicaid Fraud Database, education/certifications, and driver\'s license.

Schedule: Monday through Friday 9:00AM - 5:00PM
