Montgomery County Recreation is a culturally rich and award-winning agency serving 1.1 million residents located just outside of our nation\'s capital. The Department is seeking a dynamic, collaborative, and innovative leader to serve as its next Administrative Division Chief. This executive level position provides management, organizational development, and administrative oversight to a department who strives to ensure high quality recreation is universally accessible. The successful candidate in this position will:

  • Maintain awareness of new trends and technologies; stay current on industry literature; maintain professional affiliations; and represents Montgomery County as an industry leader.
  • Extensive knowledge of the principles, methods and challenges of organization and management.
  • Acquires a detailed understanding of the organization\'s hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
  • Assists in planning, directing and coordinating the department\'s work plan through subordinate managers; develops and implements goals, objectives, policies and priorities for each service area; assigns projects and programmatic areas of responsibility; meets with staff to identify and resolve problems.
  • Create a positive work culture that promotes personal accountability to include reward, promotion, transfer, discipline, suspension, or discharge of personnel.
  • Develops solutions, programs and policies by analyzing trends and key metrics across the Department.
  • Effectively plan, develop, and manages large-scale operating and capital improvement budgets to include preparation, coordination, implementation, and regular evaluation.
  • Display a high level of self-awareness, adaptability, and organizational awareness in a demanding environment with competing and changing priorities.
  • Cultivate strong collaborative relationships and communicates effectively with internal and external stakeholders, agency representatives, elected officials, and community members.
  • Represent the Department at meetings with elected or appointed officials, boards, commissions, and community groups, will provide analytical guidance and advise executive officials on industry best practices.
  • Demonstrate ability to move between strategic thinking and tactical execution without disrupting service delivery.
The Division Chief is a key member of the Department\'s leadership team responsible for supervising and maintaining the stability of a significant portion of the Department\'s workforce by modeling desired behaviors through consistent and positive work ethic; by providing direction and guidance through clear articulation of priorities; and by advocating on behalf of the Director and leadership team. As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position frequently requires work beyond the typical 40 hours and during non-traditional hours to include early mornings, evenings, weekends, holidays, and in varying weather environments. This position is considered "Essential," and must be available to handle emergencies during working and non-working hours and must report to work during a period of general emergency or liberal leave.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Experience: Seven years of progressively responsible professional experience in the management field, three years of which were in a supervisory or executive capacity. Note: The term "executive" is further defined as a high echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Education: Graduation from an accredited college or university with a bachelor\'s degree.

Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated Qualified, placed on the Eligible List, and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:
  • Experience in applying the principles and practices of contract administration, budget and financial management, grant management, and human resources management, including recruitment, salary decisions, personnel actions, management and supervision of a diverse workforce in a mixed union/nonunion environment.
  • Experience in strategic planning and systems building.
  • Experience making presentations to elected officials and senior management, including but not limited to defending budgets and controversial project assignments.
  • Experience in leading, supervising and managing employees and teams, including personal philosophy on leadership.
