Job Description


The Facilities Management department of Facilities & Services is seeking applicants for a Manager II position. Under the direction of the Assistant Director, this position provides administrative and managerial guidance to the Facilities Management Operations department consisting of three shifts providing 24/7 coverage. Services also includes special event support and set-ups logistics. Will also develop written procedures and assist with budget development of the department. Assists with long term planning of various Operations initiatives and provides leadership, guidance, and direction to the supervisory staff to ensure the smooth and effective operations.

What you\'ll do:
  • Works with management team to set standardized cleaning and service expectations while promoting a positive team-oriented work environment and ensures staff provides full support to faculty, staff, students, conferees, and any patrons that utilizes a WVU facility.
  • Oversees direct reports in the daily staffing, planning and coordination of all assigned operational staff.
  • Makes operational or procedural changes to ensure defined department goals are met by continually analyzing job assignments, safety protocols, event set-ups and equipment utilization.
  • Shall meet with building supervisors, vendors, maintenance staff, students on a regular basis.
  • Facilitates discussions that include but are not limited to, special project work, office personnel moves, changes to vacant building spaces.
  • Directs staff to routinely inspect CSW assigned areas and equipment to ensure department cleaning standards are met and to provide constructive feedback on performance.
  • Continually analyzes job assignments (size and requirements), safety protocols, special event set-ups/requirements, equipment and processes to maximize productivity.
  • Shall be responsible for assigned department vehicles and equipment. Ensures that all the operational safe and in good working condition.
  • Works with direct reports to identify staff training needs and develops a specific plan of action. Directs staff to ensure all employees are properly trained on safe fork practices, such as cleaning chemicals, motorized vehicles, powered equipment, and general safe working practices.
  • Monitors campus event calendars to establish employee shift coverage. Modifies schedules to accommodate special events such as Summer Conferences, Fall Fest, Parent\'s Weekend, athletic events, New Student Orientation and building open/closures.
  • Monitors oral and written communications to ensure accuracy, professionalism and that Facilities Management and University mission is followed.
  • Shall evaluate and select new cleaning products materials and equipment.
  • Works with Conference Services, Athletics, Campus Event Staff, Arts & Entertainment to coordinate scheduling of overnight summer conference guest accommodations, specialized set-ups, and specific operational service requests.
  • During critical peak periods, coordinates materials and available labor with the other FM Operations custodial units.
  • Manage student worker/student worker program.
  • Must have proficient computer skills and the ability to use multiple software programs currently utilized by WVU FM.
  • Collects and uses available data from numerous sources to identify and provide benchmarking in such areas as: personnel/operations budgets, deferred maintenance, employee staffing levels, materials usage, events set-up, customer service and cost control.
  • Monitors supply and equipment ordering.
  • Ensure that all appropriate paperwork is submitted in a timely fashion as dictated by the expert business office.
  • Monitors employee time records for accuracy and that WVU and department time and attendance policies, procedures and deadlines are followed. Routinely analyzes individual time records to identify cyclical leave usage abuse.
  • Reviews applicable operational and safety guidelines regarding equipment and materials and ensures that all staff are in compliance.
  • Along with direct management team reports holds regular meetings with staff to share pertinent WVU centric information and to provide ample opportunities for staff at all levels to provide feedback and opinions on general operational issues.
  • Work in conjunction with Human Resources in the counseling, disciplining, and termination of employees.
  • Shall schedule and conduct interviews, complete mandatory documentation and make recommendations of applicants to be hired.
  • Shall be responsible for general building security such as opening and closing procedures and coordination with authorities to provide internal and external security as directed by the Assistant Director of Facilities Management.
  • Directs and monitors the completion of routine facility physical inspections and monitors open and completed work orders.
  • Directs staff to respond to unforeseen emergency situations and provide support as needed.
  • Work with EH&S department in identifying hazard/potential hazards within the facility through regular inspections.
  • Works with other FM units to facilitate and coordinate all building operational services.
  • Coordinates the delivery and installation of major fixed assets and contractual services such as, but not limited to, furniture, carpeting etc...Also confirms the quality, quantify and accuracy of supplies products and services.
  • Shall complete performance appraisals on all direct reports. Also responsible for the completion of performance appraisals of all assigned personnel.
Qualifications

Associate\'s degree required or an equivalent combination of education and/or experience

3-4 years
  • Personnel management and leadership experience such as but not limited to dealing with matters regarding hiring, discipline, firing, training, maintaining time and attendance records, and workflow prioritization.
  • Hands-on experience in industrial, commercial or academic custodial operations or building maintenance to include working with a wide range of custodial chemicals, automated custodial equipment, and identifying facilities maintenance issues.
