The selected applicant\xe2\x80\x99s primary role is to support the Manager of Administration in all administrative and financial activities needed for the success of MassDOT\xe2\x80\x99s Office of Transportation Planning (OTP). These responsibilities will include assisting in the annual development of the Massachusetts State Planning and Research (SPR) Work Program, a federally-funded program that funds planning and research projects within MassDOT\xe2\x80\x99s Office of Transportation Planning and a number of MassDOT Highway Division offices
Candidates should demonstrate experience in data analysis, budgeting, strategic planning, and/or project management. Candidates should be comfortable working independently and, on a team, interfacing with a wide range of internal and external stakeholders, and drawing insights and conclusions from limited or imperfect information. Candidates should also be able to learn new systems and tools quickly and with limited direction. Strong quantitative and qualitative analytical skills and written and oral communication skills are required.
Duties and Responsibilities
Support the directors, managers, and project managers at OTP in the contracting and financial work to support their planning and programming activities. These will include contracting and invoicing for projects.
Monitor the execution of programs and projects against approved budgets, schedules, and other deliverables.
Support the annual development of the SPR Work Program.
Assist with the various program and departmental budgets to help to develop consolidated organizational budgetary documents.
Assist in the review of draft SPR sections and funding requests for completeness and accuracy
Develop, compile, and submit all final reports to FHWA including financial tables and reports, quarterly reports and amendments.
Assist OTP staff managing contracts on standard operating procedures.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor\'s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
