Job Description


The Manager of Aviation Safety & Business Compliance is the focal point in the Citigroup Aviation management structure for safety and is responsible for the development, administration and maintenance of the department\xe2\x80\x99s Safety Management System (SMS). The role is an independent function that can provide the safety confidence and assurance to Aviation and Citi senior management that SMS is performing across the organization. The Manager of Aviation Safety & Business Compliance is responsible for providing guidance and direction for the planning, implementation and operation of the SMS and for providing information and advice on matters relating to safe operations and just culture. This position oversees and maintains safety and compliance programs and is responsible for ensuring compliance with established industry best practices and standards and governmental agency guidelines. In addition, the Manager of Aviation Safety & Business Compliance is responsible for overall quality control and business compliance for the department. The Manager of Aviation Safety & Business Compliance role sits onsite at 79 Tower Road, West Harrison, NY and reports directly to the Director of Aviation. The Manager of Aviation Safety and Business Compliance has the authority to stop or prohibit any operation considered to be unsafe. Work Scope:

  • The Manager of Aviation Safety and Business Compliance is charged with:
  • Facilitating, supporting, and coordinating the promotion of an effective safety culture by engendering and sustaining a \xe2\x80\x9cjust culture\xe2\x80\x9d and an \xe2\x80\x9copen reporting culture\xe2\x80\x9d throughout the entire organization.
  • Promoting the maintenance of a safe, healthy work environment for all personnel in order to minimize all types of occurrence (injuries, incidents, and accidents).
  • Facilitating, coordinating, and supporting the operation\xe2\x80\x99s SRM cycle (hazard identification, risk assessment, risk reduction, risk ownership, action and acceptance and risk monitoring and review).
  • Adopting and implementing a risk driven approach for identifying and reducing hazardous conditions to As Low As Reasonably Practicable (ALARP).
  • Continuously improving the Safety Management System (SMS) through the quality audit process.
  • Monitoring Citi\xe2\x80\x99s safety assurance activities (verification of the effectiveness of controls) and carry out independent safety audits and observations.
  • Providing relevant Safety Management System (SMS) education and training to all personnel.
  • Managing an effective Flight Operations Quality Assurance Program (FOQA) for company aircraft.
  • Disseminating safety related information and communicate operational risk to the appropriate personnel.
  • Ensuring compliance with regulatory standards.
  • Developing, maintaining, and evolving an effective crisis management capability that is able to respond to, contain, and manage any negative occurrence or event in a safe and organized manner, whilst ensuring the safe continuation of normal operations.
  • Developing and issuing reports on safety performance and how well Citigroup Aviation is managing safety.
  • Independently investigating selected occurrences (injuries, incidents, and accidents) with a view to learning and to preventing recurrence.
  • Performing hazard and risk analyses for significant new equipment acquisitions, facilities, operations and procedures.
  • Maintaining all the safety management documentation.
Safety Responsibilities:
  • Manages Citigroup Aviation\xe2\x80\x99s Safety Management System, including the Hazard Identification, Tracking, and Resolution sub-systems.
  • Develops and maintains Safety Performance Indicators (SPIs) and report tracking.
  • Applies a continuous improvement program for the hazard identification and safety risk assessment schemes and the organization\xe2\x80\x99s SMS.
  • Conducts safety audits, surveys and inspections of any aspect of the operation, including investigations of internal safety events, in accordance with the procedures specified in the department\xe2\x80\x99s SMS manual.
  • Analyses technical data for trends related to hazards, events, and occurrences.
  • Maintains and ensure compliance within the SMS, which includes documentation, implementation, and oversight.
  • Manages the department\xe2\x80\x99s Emergency Response Plan, including conducting annual response training and exercises and maintaining the Internal Evaluation Plan.
  • Models and promotes an organizational culture that fosters safety practices through effective leadership.
  • Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organization\xe2\x80\x99s staff, contractors, and stakeholders.
  • Trains employees on safety-related issues, SMS system and facility safety standards.
  • Provides and articulates information regarding safety issues within the organization.
  • Supports the department\xe2\x80\x99s accident/incident and injury-reduction efforts by developing proactive and educational safety programs and sharing safety data and trends to reduce the frequency and severity of mishaps.
  • Regularly conducts department-wide safety meetings to discuss safety-related issues, recommend process and policy improvements, and raise safety awareness.
  • Issues a SMS newsletter for employees to disseminate relevant safety and SMS information.
  • Reviews submitted SMS forms (e.g., FRATs, Extension to Maximum Duty Time Forms, Incident / Hazard Reports, etc.), as necessary.
  • Chairs the Safety Council and schedules, sets the agendas for, and leads regular meetings.
  • Documents and archives Safety Council meeting minutes.
  • Conducts internal audits on a periodic basis to ensure conformity with the SMS the Flight Operations Manuals.
  • Monitors, reviews, and updates the Safety Risk Profile.
  • Monitors industry safety issues and trends which may impact operations.
  • Maintains and updates the SMS manual.
  • Interfaces with executive leadership to continuously improve SMS processes and safety policy around the SMS program.
  • Promotes the SMS throughout the department and the Company as a whole.
  • Monitors the effective implementation of policies, procedures and programs through the Safety Assurance Process.
  • Maintains all SMS Training Records.
  • Facilitates the drafting and finalization of all SMS Risk Assessments and Change Management forms.
  • Manages document control for all internal forms.
  • Assists in generating Continuous Analysis and Surveillance System (CASS) documentation.
  • Assembles and chairs ad hoc committees delegated with responsibility for performing factual investigations into operational incidents and accidents or potential safety gaps and prepares reports for the Director of Aviation and Citi senior management.
  • Conducts annual reviews with all stakeholders of the SMS to evaluate the effectiveness of the system with all working groups.
  • Maintains close alliance and liaison with aircraft manufacturers and industry safety associations.
  • Responsible for organizing, tracking , implementation, and training for all OSHA and environmental aspects of the operation.
  • Prepare and distribute reports to federal, state, and local safety authorities, as required.
Business Compliance Responsibilities:
  • Manages quality control and compliance for the department, including, but not limited to, the Manager\xe2\x80\x99s Control Assessments (MCAs), IA audits, third-party best practices audits, personal use of Company aircraft calculations and filings, vendor management, emissions and other aviation regulatory agency-mandated reporting.
  • Serves as liaison with the FAA in matters of safety and regulatory compliance.
  • Assures required FAA-issued operational Letters of Authorization are filed, complaint, and current.
  • Ensures the department abides by Citigroup corporate compliance standards and administers the department self-assessment program.
  • Manages the department\xe2\x80\x99s emissions reporting requirements.
  • Manages the department\xe2\x80\x99s sustainability programs in accordance with Citi\xe2\x80\x99s overall sustainability goals.
  • Monitors all training, verifies all required training is current, and maintains all training records.
  • Responsible for Citigroup Aviation\xe2\x80\x99s facility access and security.
  • Advises the Director of regulatory changes that could impact operational capabilities.
  • Assumes any other duties delegated by the Director.
Qualifications:
  • Bachelor\'s degree required with advanced degree or certification in the field of aviation safety strongly preferred.
  • Minimum of 5 years\xe2\x80\x99 experience managing the safety function for an FAA Part 91, 135, or 121 operation or military equivalent.
  • Proven history of Safety Management System (SMS) related experience and regulatory compliance required.
  • Experience in accident investigation, root cause analysis (RCA) and/or safety program experience.
  • Strong fluency in Microsoft Office products (Work, Excel, Power Point, OneNote) and proven ability to develop and produce high caliber reports for presentation to Company Senior Management.
Requirements:
  • Broad operational knowledge and experience in the functions of the organization (e.g. training management, aircraft operations, air traffic management, airport operations, and maintenance organization management).
  • Demonstrated experience and training in: Aviation SMS systems, risk management and mitigation, safety-of-flight philosophies and principles, human factors and the aviation decision-making process, accident prevention, emergency response planning.
  • Sound knowledge of safety management principles and practices.
  • Excellent written and verbal communication skills.
  • Well-developed interpersonal skills and the ability to interact cogently with company senior management.
  • Organizational ability; ability to work unsupervised; the ability to multi-task; good analytical skills; sound and proven leadership skills.
  • Proven ability to multi-task and apply good organizational and execution skills in a collegial and team-oriented work environment, with a focus on driving successful outcomes and mutual support.
  • The job requires office work in compliance with Citi policies and the flexibility to take on work assigned with little or no notice and outside normal work hours.
