The Maryland's Commitment to Veterans (MCV) Program Manager (PM) is responsible for the statewide planning, management, and strategic oversight of the MCV program. This program spans multiple regions and involves extensive coordination with local, state, and federal stakeholders to deliver accessible behavioral health support to Maryland's Service Members, Veterans, and their Families (SMVF), regardless of service era or discharge status. The PM manages day-to-day operations and oversees high-impact initiatives, such as the Sheila E. Hixson Behavioral Health Services Matching Grant Program for Service Members and Veterans and the Maryland Governor's Challenge to Prevent Suicide Among SMVF.

This position supports Maryland's goal of reducing behavioral health crises and improving the quality of life for SMVF through targeted, culturally competent services and strategic partnerships with key agencies. The PM is accountable for developing and implementing a comprehensive strategic plan, managing an annual program budget of $2,799,350 (FY25), and analyzing key performance indicators to evaluate program outcomes. Additionally, the PM advances legislative priorities, identifies policy improvements, and proposes legislation to enhance service accessibility and program impact.

As the primary liaison for the Department, this role facilitates collaboration with state agencies, federal partners, and community organizations, ensuring the alignment of program activities with Maryland's behavioral health goals. The PM supervises administrative staff who manage targeted projects to reduce behavioral health crises, including suicide and overdose, statewide, directly impacting the well-being of Maryland's military-connected population.

This position is eligible for telework. This is subject to change as necessitated by operations and customer focused demands.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of health or human services administrative or professional experience, including at least three years of experience at a supervisory or managerial level.

A Master's degree will substitute for one year of general experience. A Doctorate will substitute for two years of general experience. Additional experience will substitute one a year-for-year basis for the college degree.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

The desired candidate should possess the following:
In-depth knowledge of behavioral health issues affecting Service Members, Veterans, and their Families (SMVF), including crisis intervention, suicide prevention, and culturally competent care Experience working with veteran or military populations and familiarity with federal and state veterans' services Experience establishing and maintaining partnerships with a diverse range of stakeholders, including federal and state agencies, community organizations, and healthcare providers Proficient experience in managing budgets and ensuring alignment of financial resources with program goals Experience with federal and state grant funding is highly desirable Experience in setting measurable goals, tracking program outcomes, and implementing data-driven adjustments to enhance service impact
