Candidates must be permanent in the Mental Health Program Specialist 2 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill a Mental Health Program Specialist 2, G-23 position in the Division of Community Program Management & Managed Care, Adult Community Care Group, New York Employment Services System Unit. The NYESS Unit is seeking candidates to fill an Employment Specialist position as part of a team dedicated to program implementation, operations, and support. This position will focus primarily on programs and tasks related to the New York Employment Services System (NYESS), including training, technical assistance, and program support for all NYS OMH program types and related NYESS initiatives. Technical expertise in the field of employment services will also require a familiarity with the employment services system as a whole, including but not limited to program models currently being delivered by state partners like the NYS Department of Labor (DOL), NYS Education Department Adult Career and Continuing Education Services (ACCES-VR), and the Office for People with Developmental Disabilities (OPWDD), as well as essential stakeholders in the provider and advocacy communities. This position is dedicated to the promotion of Employment First principles and evidence-based practices such as Individual Placement and Support (IPS) and Supported Employment, with a particular focus on psychiatric rehabilitation and improving outcomes for individuals receiving mental health supports and services.

Responsibilities will include but are not limited to:

  • Act as a subject matter expert on issues related to employment services
  • Assist to develop policy and support implementation of such policy
  • Providing technical assistance and support to community-based programs
  • Develop and facilitate in-person and virtual training related to employment services
  • Collaborate with essential state partners on matters
  • Conduct data analysis and prepare reports
  • Present at conferences and in other forums.
