The City of Gaithersburg is seeking an organized, detailed-oriented, experienced, and professional Municipal Clerk. Under the direction of the City Manager, this position is responsible for providing highly responsible and complex administrative support for elected and appointed City officials and other key staff. The Municipal Clerk plans, organizes, directs, and reviews the activities and operations of the Mayor and Council Services Office including supervising subordinate staff. This position prepares, maintains, attests to official actions taken by the City Council including ordinances, resolutions, minutes of meetings, and proclamations, and is the custodian of City records. The Municipal Clerk also supervises and manages biennial City elections.

The ideal candidate will have comprehensive knowledge of the organization, functions, policies, procedures, rules, and requirements of an elected Mayor and City Council and the general functions of municipal government. Previous experience as a Municipal or City Clerk is desired. Applicants should possess a strong customer service focus and experience supporting internal and external stakeholders. The position requires strong organizational and planning skills, general office management ability, and the capacity to effectively manage others in a collaborative and supportive team environment.

Starting salary for this position is negotiable within the target hiring range ($82,790 to $109,282) and will be offered at a level consistent with the experience and qualifications of the candidate. Job Functions

What you will do with us:

  • Prepare and publish Mayor and City Council meeting agendas and packet materials, minutes, notices, announcements, legal advertisements and transcripts.
  • Provide administrative and logistical support functions for all Mayor and City Council meetings.
  • Serve as administrator of the City\'s meeting management software system.
  • Serve as the Official Custodian of Records including oversight of the organization, maintenance, archival, and destruction of official City records such as contracts, deeds, adopted legislation, and other related files.
  • Ensure all public meetings are held in compliance with the Maryland Open Meetings Act; maintain records of Open Meetings Act compliance.
  • Support the Mayor and Council in the appointment process for the City\'s boards, commissions, and committees and provide support to staff liaisons.
  • Supervise and manage the biennial City elections process; serve as the liaison to the City Board of Supervisors of Elections; oversee the preparation and dissemination of all election materials including candidate packets, financial report forms, voter information guides, ballots, and judges manual; maintain election-related files, including campaign finance reports, financial disclosures, statements, voter databases, and other files.*
  • Serve as point of contact for the Mayor and Council Services Office.
  • Collect and prepare data for Mayor and Council Services Office records and reports.
  • Prepare and administer the Mayor and Council Services Office budget.
  • Assist with preparation of the Mayor and City Council budget; manage day-to-day transactions.
  • Provide administrative support to elected officials and other staff as directed such as booking travel and scheduling for official events, appearances and meetings.
  • Oversee the process to keep the City Code and Charter updated and maintained.
  • Provide outstanding service, pursue continuous improvement, and exceed expectations.

Qualifications

What you will need to be considered:
  • Bachelor\'s degree in public administration, business administration, or a closely related field.
  • At least 5 years of relevant professional work experience, at least half of which was in a managerial or supervisory capacity; previous experience working in municipal government is desired.
  • Certified Municipal Clerk designation required within three (3) years of hire.
  • Strong interpersonal skills and written and verbal communication skills.
  • Excellent organizational, planning, and time-management skills.
  • Experience in personnel and office management.
  • Proficiency in Microsoft Office and other relevant software programs, as well as web-based applications. Prior experience with meeting management software a plus.
  • State of Maryland Notary Public Commission preferred.
  • Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to satisfactorily perform job duties.

This is a full-time salaried "exempt" position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City\'s personnel regulations). This position can accommodate both in-person and remote work. Attendance at public meetings or events and other work outside of regular business hours is required. Direct deposit of paychecks is a condition of employment for all City of Gaithersburg employees.

The successful candidate will be subject to a pre-employment background investigation.
