Job SummaryThis position is responsible for managing the day-to-day operations of the Municipal Court Office.Major Duties

  • Develops and implements policies, programs, and procedures related to court operations and records management, storage, and disposal.
  • Plans and reviews court budgets; meets with Mayor, City Council and Finance Department staff regarding budget matters.
  • Coordinates with Municipal Court Judge to establish court schedules; enters schedules into software programs.
  • Manages court expenditures; places orders for supplies, obtains purchase orders, enters receivers into software.
  • Resolves issues related to citizen concerns, data entry problems, and other city departments.
  • Assists in establishing and coordinating employee schedules.
  • Communicates jail personnel regarding policy compliance and standards.
  • Oversees court software projects and daily operations.
  • Handles information requests from the news media, elected or appointed officials, city departments, auditors, and the general public.
  • Updates and maintains Municipal Court website.
  • Conducts Probable Cause hearings and enters warrants as needed.
  • Performs related duties.
Minimum Qualifications
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five years of related experience as a Municipal Court Magistrate.
  • Must be proficient with computers, including Microsoft office products such as Outlook, Word, Excel and Adobe.
  • Possession of State of Alabama Municipal Court Magistrate and Municipal Court Clerk certifications.
  • Knowledge of Municipal Court policies and procedures.
  • Knowledge of applicable state and federal laws and of city ordinances.
  • Knowledge of records requirements established by the Administrative Office of Courts.
  • Knowledge of budget management software.
  • Knowledge of Alabama Code of Rules of Criminal Procedures and Alabama Rules of Judicial Administration.
  • Knowledge of legal forms, documents, and terminology.
  • Knowledge of computers and job-related software programs.
  • Skill in establishing priorities and organizing work.
  • Skill in employee management and supervision.
  • Skill in problem solving.
  • Skill in interpersonal relations.
  • Skill in dealing with the public.

  • The Code of Alabama, the Decatur City Code, Municipal Court Standing Order for Bond Procedures, the jail contract, software contracts, the Alabama Magistrates' Schedule of Fines and Costs, Alabama Municipal Court Fee Distribution Schedule, Federal DOT Standards for Commercial Drivers' Licenses, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
Complexity/Scope of Work
  • The work consists of varied management and supervisory duties. Coordinating with multiple stakeholders contributes to the complexity of the position.
  • The purpose of this position is to direct the day-to-day operation of the Municipal Court. Successful performance contributes to the efficiency and effectiveness of court operations.
Contacts
  • Contacts are typically with co-workers, other city employees, judges, attorneys, other court personnel, elected and appointed officials, defendants, representatives of state and federal agencies, business owners, and members of the general public.
  • Contacts are typically to exchange information, resolve problems, motivate persons, and provide services.
Physical Demands/Work Environment
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light objects and distinguishes between shades of color.
  • The work is typically performed in an office, courtroom, and stockroom. The employee may be exposed to dust, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
Supervisory and Management Responsibility
  • This position has direct supervision over the Assistant Municipal Court Administrator, Municipal Court Programs Supervisor, and Chief Magistrate.
