disabilities are encouraged to apply.ADDITIONAL REQUIREMENTS:Occasional overnight travel required.NOTES:Successful applicant must pass a background screening, including fingerprinting, as a condition of employment.JOB DUTIES:This is a professional position that provides administrative and business support to the Office of Agricultural Water Policy (OAWP) central office, field staff and stakeholders. The incumbent will be responsible for contracts in excess of $100,000 annually. A working knowledge of and compliance with the following Florida Statutes is required: Chapters 119, 189, 570, and 572, and sections 287.057, 218.503, 218.32, 215.422, 215.971, 215.97, Florida Statutes, and others, and Rule Chapter 60A-1 and 5M-1, Florida Administrative Code.Develop a consistent and repeatable process to identify and select agricultural water quality improvement projects that regionally collect water and/or treat impaired water bodies. Responsible for developing regional project selection criteria and selection process, developing a web-based application for regional projects, identifying funding sources, and drafting annual requests for legislative funding.Implement a regional project program that selects projects, forms construction and funding agreements, oversees construction and contracted staff, and oversees operation and maintenance of regional projects. Developing a standard contract template and scope of work to implement regional projects, forecasting budgets for design, construction, and operation and maintenance over several years. Developing criteria to evaluate project efficiency and effectiveness, regularly meeting with funding applicants and recipients. Developing and maintaining a system to track and organize project submittals, reviewing and approving project submittals. Developing an electronic system to track project implementation and report progress to OAWP staff and leadership, and drafting annual project report that presents progress of the regional project program, funds expended, and project successes.Coordination both internally and externally with other agencies and stakeholders to implement regional projects. Acts as point of contact for receiving regional project ideas from agricultural producers. Coordinating with field staff to facilitate regional project oversight, coordinating with OAWP staff and leadership on project selection. Meets with OAWP staff, leadership, and other agencies to discuss project implementation, data collection, evaluate project cost effectiveness, and cooperative agricultural regional water quality improvement element in the BMAPs, and organize site visits with internal staff, other agencies, and stakeholders.Assists with coordinating and conducting on-site training activities to OAWP key stakeholders as it relates to fiscal and programmatic compliance.Responds to requests for assistance from division management, employees, and the general public for information, reports, and guidance.Performs other related work as required.KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of contract and grant management practices.

  • Knowledge of the environmental restoration project development and environmental review processes.
  • Ability to develop programs to monitor compliance with and meet the goals established for contracts and grants.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.
  • Ability to conduct fact finding research.
  • Ability to deal with the public in a courteous manner.
  • Ability to utilize problem-solving techniques. Ability to communicate effectively both verbally and in writing.
  • Ability to work independently with minimal supervision.
