Duties Summary

Performs as a trainee in a planned program involving orientation, instruction, and fact-finding fundamental to County planning work; and performs other related duties as required.

Two (2) permanent full-time vacancies with the Planning Department - Long Range Division in Hilo. May be eligible to receive a $1,000 Recruitment Incentive. Conditions apply.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

• Receives orientation and training in the function of public planning and pertinent research methods and techniques.
• Under direct supervision, assists in gathering land use information such as lot size, age of structure, tax valuation, etc.
• Performs assigned research and prepares simple narrative reports.
• Verifies or extracts and compiles information from journals, reports, and other resource documents.
• Assists in the tabulation of data involving the use of statistical concepts and formulae.
• May assist in analyzing collected data and preparing a report of findings.
• May perform simple drafting.
• Responds to inquiries or refers inquiries to appropriate individual.
• Assists in the review and processing of applications for various permits and approvals.
• Attends trainings and meetings with community groups, staff, individuals, other governmental agencies around the Island of Hawaii.
• Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

• graduation from an accredited college or university with a baccalaureate degree in urban planning, geography, architecture, engineering, political science, sociology, economics, public administration, or a related field (attach a copy of your official college transcript to your application); and
• ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawai\'i driver\'s license (Class 3), a valid comparable driver\'s license, or use of other means of transportation that meets position needs.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant\'s training, education and experience as presented in the application.

Knowledge of: Research methods and statistical procedures; basic planning principles; general research sources; report writing; personal computer operation and various software applications.

Ability to: Understand and apply basic planning concepts and methods; learn the planning process and principles; read, comprehend, and analyze a broad range of subjects; prepare clear and concise reports; communicate effectively both orally and in writing; and attend training/meetings around the Island of Hawai`i
