Purpose & Job Related RequirementsJoin the ACCGov Transportation and Public Works team as a Plans Reviewer, responsible for reviewing and approving site development plans in compliance with Athens-Clarke County ordinances governing Stormwater Management, Driveways, and Flood Protection. Collaborate with engineers, conduct hydrologic studies, and ensure compliance with established standards. Utilize your expertise in civil engineering, stormwater management, and public works construction to maintain the highest standards in land development in service of the Athens-Clarke County community.REPORTS TO: Engineer I/Public WorksFLSA STATUS: Exempt - AdministrativeCLASSIFICATION: Personnel System - Requires satisfactory completion of a six-month probationary periodPAY GRADE: 119SAFETY SENSITIVE: Yes - Subject to random drug testing per the Athens-Clarke Drug and Alcohol OrdinancePurpose of JobThe purpose of this job is to review and approve plans for compliance with applicable standards, including, but not limited to, standards incorporated in Athens-Clarke County Code of Ordinances and Technical Standards relating to construction site stormwater runoff control and post-construction stormwater management, to track and provide applicable information for annual reports to the Georgia Environmental Protection Division, to review driveway permits and as-built plans, and to perform additional tasks as required.Job Related RequirementsMay be required to work on religious holidays.Regular and predictable attendance is required.Must work cooperatively with others.When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC\'s safe driving policy.Minimum Training & Experience Required to Perform Essential Job FunctionsBachelors Degree in related discipline with three years of experience in land development, stormwater management, soil and erosion control, permits and right-of-ways or related capacity required; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.Level II Certified Plan Reviewer within 3 months of date of hire.Level 1B Certified Inspector within 6 months of date of hire.Certified Floodplain Manager within 1 year of date of hire.
Must possess a valid Driver\'s License.Essential Duties, ResponsibilitiesThe following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.Reviews and approve site development plans, with coordination with Engineer I, for compliance with certain Athens-Clarke County ordinances, including - but not limited to - Chapters 5-4 (Stormwater Management), 7.2 (Driveways), 7.3 (Streets & Sidewalks), 8-2 (Flood Protection), 8-3 (Soil Erosion, Sedimentation, and Pollution Control), 8-6 (Protected Environmental Areas), and with Transportation and Public Works Technical Standards.Reviews preliminary and final plats for compliance with Athens-Clarke County ordinances and policies.Coordinates with Public Works Inspectors and with the Permit Supervisor to ensure that projects comply with approved site plans and with the established standards and specifications regarding construction activities.Communicates with designers, contractors, and residents to explain design, construction, and permit requirements.Conducts hydrologic and hydraulic studies as necessary to size waterway openings for culverts and bridges and to analyze drainage systems.Reviews as-built plans for consistency with approved plans.Conducts field inspection of construction sites and interacts with site contractors as required.Conducts stormwater management concept meetings.Reviews driveway permits and non-utility right of way encroachment permits and inspects sites as necessary.Participates in plan review and visualization meetings.Reviews Planning Commission items and attends. Planning Commission meetings.Maintains record of development status, processes acceptance of public rights-of-way, and monitors status of improvement and maintenance guarantees.Maintains records of elevation certificates, reviews FEMA flood studies and maps, and all other information required for compliance with Chapter 8-2 (Flood Protection).Assists in maintaining and administering departmental programs and policies.Assists in development and updates of departmental standards and specifications concerning land development, storm water management, and floodplain management.
Performs other related duties as required.Knowledge, Skills, and AbilitiesKnowledge of the principles, practices and procedures of Athens-Clarke County and the operations and functions of the Transportation and Public Works Department.Competency and experience with common hydrologic and hydraulic methodology and computer models.Knowledge and experience in the design and construction of public roadways and sidewalks.Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.Knowledge of terminology used within the Department.Knowledge of civil engineering principles and practices, and of methods used to formulate, evaluate, and administer public works construction projects.Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.Knowledge of reading and implementing plans, construction drawings and specifications.Knowledge and skill needed to operate various computer applications, equipment and machinery including a utility vehicle, computer, printer, calculator, copy machine, facsimile machine, two-way radio, and telephone.Knowledge of and proficient with computers.Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and or governmental regulations.Ability to read and implement plans, construction drawings and specifications.Ability to communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Athens-Clarke County as they relate to the Transportation and Public Works Department.Ability to assemble information and make written reports and documents in a concise, clear and effective manner.Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.Ability to manage projects, supervise, and conduct oral and written communication.Supplemental Information(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORMESSENTIAL JOB FUNCTIONSPHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a utility vehicle, computer, printer, calculator, copy machine, facsimile machine, two-way radio, and telephone.
