Job Description


Nature of Work

Directs the Police Department\'s operations consisting of Administration, Uniform Services, Special Services, and Administrative Support staff through effective planning, staff management, resource allocation, programs initiatives and sound fiscal practices.

Position involves competing demands, performing multiple tasks, working to deadlines, regular work beyond normal business/shift hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-time, regular FLSA exempt.
Position is a grade DR36.

Duties and Responsibilities

\xc2\xb7 Develops and implements Police Department long term strategies and objectives to meet City strategic plans and goals; reviews Police Department strategies and determines resource requirements and program goals and deliverables; determines scope and priorities of projects; develops department programs and policies to support present and future needs.
\xc2\xb7 Directs Police Department operations consisting of Administration, Uniform Services, Codes Enforcement, Special Services and Administrative Support staff; evaluates and analyzes issues, and recommends and implements solutions; identifies and monitors long and short range goals and objectives; manages department performance and productivity; directs the continuous improvement of the work products/services; assures the overall integrity of the support and functionality of the department products and services; develops, evaluates and manages departmental budgets; maintains current and accurate financial and resource information on department operations.
\xc2\xb7 Directs staff through appropriate delegation and work supervision; develops goals and priorities, and assigns tasks and projects; meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress in order to anticipate technical and management problems; counsels, trains and coaches staff; hears appeals and grievances; implements corrective actions; sees to the development of staff and evaluates staff performance; provides leadership, direction and guidance in program management, technical strategies and priorities; ensures staff compliance with departmental policies and procedures; prioritizes and assigns tasks and projects; counsels, coaches and instructs employees as required.
\xc2\xb7 Develops, implements and monitors department budget, approves budget expenditures; prepares and reviews operational analyses of program costs; prepares special and recurring reports.
\xc2\xb7 Coordinates with state and federal agencies regarding legislative initiatives and funding sources; participates in the formulation of fiscal policy in conjunction with the City Manager and City Council.
\xc2\xb7 Reviews operating reports to monitor program effectiveness; confers with various internal and external officials to coordinate police operations. Participates in various law enforcement boards to ensure civil preparedness.
\xc2\xb7 Ensures compliance with state and federal laws and regulations; develops short- and long-range plans; designates funds to meet program, service, and system modernization.
\xc2\xb7 Serves as a member of the City\'s management team; works with other departments to effectively implement coordinated projects; provides input on efforts to improve the level and quality of City services; participates in identifying efficient operations and funding solutions; serves on various committees and boards.
\xc2\xb7 Interacts with various internal policy-making officials and the public; makes presentations and interacts with the City Council, stakeholders, technical groups and the public. Responds to inquiries, concerns, and complaints; utilizes media resources to communicate information regarding department purposes, goals and plans.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
A sufficient combination of relevant education and job-related experience that has reasonably prepared the applicant to successfully perform the duties and responsibilities of the position, such as those listed above. Successful completion of applicable background investigation(s) and polygraph are required.

PREFERRED QUALIFICATIONS:
Equivalent to a Bachelor\'s degree in Criminal Justice, Sociology, Public Administration or related field AND ten (10) years law enforcement, or mid to upper-level command (Lieutenant, its equivalent, or higher) experience with five (5) years of management/ supervisory experience in law enforcement, or mid to upper-level command (Lieutenant, its equivalent, or higher) experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSE/CERTIFICATION REQUIREMENTS:
Valid driver\'s license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policy. New Mexico Law Enforcement Academy (NMLEA) Certification; must qualify for Certification by Waiver from the NMLEA and obtain/ maintain certification by the NMLEA within one year of hire. Knowledge, Skills, and Abilities

Knowledge of: Principles, practices and processes for the planning, coordination and execution of police service management, including strategic planning, resource allocation and leadership; police science methods, principles, practices and techniques. Comprehensive knowledge of police command, administration, management and leadership; criminal codes, ordinances, rules of evidence, legal rights of citizens, legal and court procedures. Knowledge of performance measurement techniques; principles and practices of effective employee supervision; principles and practices of regulations, effectively make decisions, maintain composure, and work effectively under stressful conditions and emergency situations; operate a personal computer and various software applications.

Ability to: Assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers, elected officials, and other law enforcement and emergency services agencies; remain calm during incidents where a threat to life and property exist; interpret laws and regulations, effectively make decisions, maintain composure, and work effectively under stressful conditions and emergency situations; operate a personal computer and various software applications.

Skills in: Effectively supervising, leading, and delegating tasks and authority; analyzing complex police and emergency services issues and developing solutions for prevention and mitigation of emergencies; assuming command level responsibilities and making appropriate decisions; working as a team member with other law enforcement and multi- jurisdictional agencies; investigating and resolving conflicts, personnel issues, citizen inquires and officer complaints; working cooperatively with labor union leadership and employees, and effectively managing in a union environment.
