Job Description




Performs complex and difficult work in the Planning Department, including a leading role in land use and transportation planning, providing coordinated guidance and regulation of the growth and development of the Town, and related work as required. Work is performed under the supervision of the Assistant Planning Director. Some positions have full supervision over other professional and technical positions.

Essential Duties of the Position

The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.

Reviews plans for compliance with land use plans, ordinances, regulations and standards; coordinates with other governmental jurisdictions on transportation, long range planning, and related issues.

Develops, coordinates, manages and recommends special and continuing plans and projects related to the growth, development and redevelopment of the Town, including budget oversight of such plans and projects.

Coordinates with Town Transportation Planner on transportation issues toward integration of transportation and land use perspectives.

Develop, review and coordinate amendments to all Town Ordinances.

Staff liaison to standing and ad hoc Town committees.

Oversees and administers the GIS program for the Town.

May supervise staff employee(s) by assigning duties, conducting reviews, assisting in hiring of staff, and providing guidance to staff.

Facilitates or participates in meetings and public hearings to explain planning proposals; assists in exploring development options with clients; and answers citizen questions concerning plans and problems.

Prepares presentations for elected and appointed boards, residents and others as needed.

Performs other duties as apparent or assigned.

Minimum Required Education and Experience

Extensive knowledge of future land and transportation planning principles and proven skills in group facilitation, public outreach, research, and written and oral communication. Knowledge of the Town\'s zoning, land use, and other ordinances and codes; principles and practices of community and economic development and public sector planning; governmental laws, programs, and services pertinent to the community and economic development and planning processes; and, environmental and socioeconomic implications of the planning process; skill in managing major projects; collection, analysis, and presentation of technical data and planning recommendations; and, managing employees including task assignment, performance assessment, discipline and hiring; ability to establish and maintain effective working relationships with community groups, federal, state, regional and Town officials and the general public; enforce codes with firmness and tact; prepare comprehensive reports and studies; express ideas effectively

Bachelor\'s degree with coursework in planning, architecture or related field and 5 to 7 years of experience in public sector planning including some supervisory experience. Master\'s degree is preferred. AICP (American Institute of Certified Planners) Certification is desirable.

Possession of an appropriate driver\'s license valid in the State of North Carolina.

Supplemental Information

This work requires the occasional exertion of up to 10 pounds of force; worker is frequently standing, walking, speaking or hearing and using hands to finger, handle or feel and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; field work and site visits to construction areas on an infrequent basis, which occasionally requires exposure to outdoor weather conditions; work is generally in a loud noise location.
