Description and FunctionsOpen Until FilledGENERAL DESCRIPTION:Beginning July 1, 2024. As the principal utility generation, transmission, or other request for proposal (RFP) lead analyst, this position conducts expert-level mathematics, economics, modeling, statistics, analytical, and financial research on RFP issues, develops reports, formulates plans, and advises and makes recommendations to the Commissioners on the effect of RFPs on Wyoming, utilities, and ratepayers in the state. This position will participate in utility RFP issues through utility technical conferences, multi-state stakeholder meetings, collecting data, representing Wyoming interests, using economic modeling and other models as necessary, providing written comments and recommendations on utility RFP issues before the commission, and in the interim, conduct analysis of policy and generation, transmission, distribution, storage, and market issues. This position formulates and derives complex information and analysis about RFP issues into straightforward reports providing recommendations regarding complex utility RFP issues to Commissioners in utility RFP cases and other utility cases. This position navigates complex policy considerations among the varied and often conflicting positions and economic interests. Work with other state Commission staff members in technical forums to develop models and research related to the potential economic effects on Wyoming, utilities, and ratepayers. Works as the principal analyst on complex cases. Develop complex economic, accounting, and statistical models and utilize techniques to derive recommendations to the Commissioners in utility matters. Conduct and interpret original research and interpret data to derive technical recommendations regarding complex issues in the areas of accounting, finance, economics, statistics, cost structures, derivation of rate design, etc. Participates in and cross-examines witnesses to aid in the development of the record in contested hearings. Design and conduct training of other PSC technical employees. Interprets agency rules and Federal and State statutes.   • This position participates in complex utility RFP activities and cases, develops and presents comments, and position statements consistent with Wyoming policy and interests.
  • Monitors participates, investigates, researches, and analyzes developments and trends affecting integrated resource plans.
  • Develops and delivers recommendations to the Commissioners regarding research and analysis priorities, strategic direction, observed and potential effects on Wyoming utilities and ratepayers, along with relevant externalities related to RFP issues.
  • Acts as an economic subject matter expert in technical sessions regarding RFPs that may be included in integrated resource plans.
  • Navigates complex policy considerations among the varied and often conflicting positions and economic interests.
  • Conducts economic research and modeling, prepares reports, and formulates plans using econometric and sampling techniques to assist the RFP cases and activities.
  • Recommends research methodologies to produce and deliver reports and studies in a variety of formats. Advances Wyoming\'s interests by participating in technical forums regarding utility RFPs and integrated resource plans.
  • Works with other state Commission staff members in technical forums to develop models and research related to the potential economic effects on Wyoming, utilities, and ratepayers.
  • Consults with public and private stakeholders regarding proposed statistical analytical research projects related to utility RFPs and integrated resource plan issues.
  • Develops statistical and economic models for technical reporting, special studies, and research.
  • Consults with Commissioners regarding the implications of research results and data and provide recommendations regarding methodologies, research, and policies.
  • Reviews and monitors regional and national organizations\' research and other publications and evaluates the implications for Wyoming through written and oral products.
  • Interprets agency rules, state and federal statutes, and regional organization rules.
  • Participates in hearings, examining witnesses to aid in the development of the record in contested hearings.
  • Uses subject matter expert knowledge of mathematical, economic, and statistical theory as well as regulatory experience to review, derive, evaluate, conduct, and interpret independent analysis, and original advanced research of complex utility applications and develop recommendations regarding accounting, finance, economics, statistics, cost structures, and rate design.
QualificationsKNOWLEDGE:
  • Knowledge of mathematical, economic, and statistical theory.
  • Knowledge of agency rules, state and federal electricity statutes, and general knowledge of energy policy.
  • Extensive skill in written and oral communication.
  • Ability to plan work, prioritize assignments, and meet deadlines.
  • Ability to develop creative/innovative solutions.
  • Ability to take initiative and make decisions and recommendations based on informed judgment.
  • Skilled in statistical, mathematical, and economic analysis.
  • Skill in interpreting, evaluating, and analyzing utility financial and economic information and regulatory concepts.
  • Knowledge of general financial and economic principles.
  • Ability to quickly assimilate new concepts and information.
  • The ability to communicate and negotiate with individuals and organizations with diverse policies and goals
