At the Department of Housing Stability, we are committed to support Denver residents as healthy, housed and connected. We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to:
Stabilize residents at risk of involuntary displacement and connect residents to housing resources such as home repairs, rent and utility assistance, and legal support. This work is led by our Housing Stability and Homelessness Resolution Division
Support persons experiencing homelessness by connecting them to housing, shelter and other services to get stabilized quickly. This work is led by our Housing Stability and Homelessness Resolution Division
Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through programs such as down payment assistance or counseling services. This work is led by our Housing Opportunity Division
Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum. This work is led by our Operations Division
HOST Housing Opportunity is seeking a Program Administrator to administer and enforce Denver Revised Municipal Code Chapter 27 - Article XII - Prioritization of Income-Restricted Affordable Housing.
This position has the opportunity to create a program that ensures at least thirty (30) percent of income-restricted affordable units at applicable housing projects are made available on a prioritized basis to households that have been displaced or are vulnerable to involuntary displacement from Denver.
Job duties include:
Developing program parameters including: managing program design, establishing program goals, determining appropriate resource allocations and creating performance criteria
Creating Rules and Regulations necessary to implement and administer the Prioritization Program, including the creation of a schedule or range of civil penalties that may be imposed against any person that violates program requirements
Evaluating the program to determine if it is achieving its goals and objectives and meeting the needs of participants and the community
Reviewing applications for completeness, accuracy and appropriate documentation to determine program participant eligibility and income eligibility;
Maintaining a list of eligible household;
Developing a scoring system to manage to establish the ranked order of priority of eligible households.
Monitoring owner of an applicable housing project\xe2\x80\x99s good faith marketing efforts for program compliance.
Assuring units are marketed to eligible households for a minimum of fourteen (14) business days prior to being offered for sale or rent to other income-qualified households.
Reviewing owner of an applicable housing project\xe2\x80\x99s waiver requests and program reports.
Providing yearly Prioritization Program report
Additional Job Duties and Responsibilities include:
Ensuring compliance with ordinance and program rules and regulations
Reviewing certification application denials
Participating in meetings and formal hearings, as necessary
Investigating and resolving compliance issues
Maintaining statistical data
Preparing program performance reports
Developing and disseminating program information to variety of stakeholders
Cultivating, fostering, and maintaining positive working relationships
Developing recommendations for new or improved work processes
By position, supervise program staff
Reviews, develops, or modifies work plans, methods and procedures, determines work priorities and develops work schedules to provide adequate staff coverage
Assigns and distributes work, reviews work for accuracy and completeness and returns assignments with recommendations for proper completion.
Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee
Participate in disciplinary actions
Analyzes and prepares justification for equipment, staffing and funds
Other duties as assigned

Experience: Three (3) years\xe2\x80\x99 experience performing full performance professional level duties within a specialized, functional area (This does not include clerical experience)
Education /Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education
Additional appropriate education may be substituted for experience requirements
